DPRD Expects Anies To Keep Asking For Advice On PSBB Even Though The Ministry Of Home Affairs Revises The Regional Regulation On COVID-19
JAKARTA - Chairman of the PDIP Faction at the DPRD DKI Gembong Warsono hopes that the Governor of DKI Jakarta Anies Baswedan will continue to ask for suggestions and considerations from the members of the council regarding the decision to determine the status of restrictions in DKI.
Gembong said that his party was trying to get Anies to consider the DPRD's suggestions before deciding on policies, both PSBB and PSBB transitions. This is outlined in the draft regional regulation (perda) COVID-19.
However, unfortunately, the Ministry of Home Affairs (Kemendagri) removed the provision stating that the restriction policy in DKI was carried out at the consideration of the DPRD.
The Ministry of Home Affairs only stipulates that it is sufficient for Anies to notify the DPRD before making a policy. So, the DPRD's authority was lost again due to the revision of the Ministry of Home Affairs.
"Yes, the Ministry of Home Affairs does not oblige the draft perda. However, it depends on the government's (Anies) intention," said Gembong to VOI, Monday, October 26.
"If our enthusiasm is to build public awareness, I think we can ignore this factor (which is not required) (still needs consideration from the DPRD) in order to provide space for the involvement of all elements," he continued.
Currently, Anies has extended the transitional PSBB period from today for the next two weeks, without involving the DPRD in this decision. However, Gembong can understand this matter.
Because, at this time, the draft perda has not been promulgated, even though it has been ratified by the DPRD as an executive body and the DKI Provincial Government as a legislative. However, for the future limitation policy, Gembong asked Anies to continue to ask the Kebon Sirih parliament for consideration.
"Technically, I think there needs to be board involvement so that the executive can bridge joint decisions with the community. This means that the decision is not only from the executive, but also involves a council that represents the community," said Gembong.
Meanwhile, the Ministry of Home Affairs previously advised on the improvement of Article 19 Paragraph (3) of the draft regional regulation on COVID-19 DKI. Previously, the draft regional regulation stated that the PSBB policy or what is required in health quarantine in DKI is determined by taking into account the suggestions and considerations of the DPRD.
However, the article was revised by the Ministry of Home Affairs. The content of the revision states that the PSBB policy or what is required in health quarantine in DKI is notified first to the DPRD before it is stipulated.
