Forest Corruption Case, Head of Forestry Office Charged with Accepting Rp2.55 Billion Bribe

JAKARTA - The President Director of PT Eksploitasi dan Industri Hutan (Inhutani) V period 2021-2025 Dicky Yuana Rady was charged with receiving a bribe worth 199 thousand Singapore dollars or equivalent to Rp. 2.55 billion (exchange rate of Rp. 12,800 per Singapore dollar) related to the alleged bribery case in the cooperation in managing forest areas in the Inhutani V environment in 2024-2025.

Public prosecutor from the Corruption Eradication Commission (KPK) Budiman Abdul Karib suspects Dicky received bribes from two private entrepreneurs, namely Djunaidi Nur and Aditya Simaputra.

"The money was received so that Dicky could condition or arrange for PT PML to continue to cooperate with PT Inhutani V in utilizing forest areas in registers 42, 44, and 46 in the Lampung Province area," said the JPU in the reading session of the indictment letter at the Corruption Court at the Central Jakarta District Court, Monday, December 22, reported by ANTARA.

In detail, Dicky received the money twice, namely in 2024 worth 10 thousand Singapore dollars from Djunaidi as the Director of PT PML and in 2025 for 189 thousand Singapore dollars from Djunaidi and Aditya as the Permit Staff at PT PML.

For his actions, Dicky is threatened with a criminal penalty as stipulated in 12 letters a or Article 11 juncto Article 18 of Law Number 31 of 1999 concerning the Eradication of Corruption as amended and supplemented by Law Number 20 of 2001 jo. Article 65 of the Criminal Code.

The JPU revealed that on July 18, 2024, Dicky was said to have submitted a letter of request for a proposed revision of the PBPH Forest Utilization Business Work Plan (RKUPH) for the 2018-2027 period of PT Inhutani V Lampung Unit to the Minister of Environment and Forestry (LHK) who had accommodated the request of PT PML.

However, the letter of request was submitted without mentioning the actual condition of the plants and the ownership of the forest area, even though all the land had been collaborated with PT PML and was not reported to the Minister of LHK.

After submitting a letter of request for the proposed revision of the RKUPH PBPH, continued the JPU, Dicky contacted Djunaidi and asked for money for Dicky's personal interests.

In response to the request, Djunaidi agreed because he hoped that cooperation with PT Inhutani V would continue in accordance with his wishes.

Furthermore, on August 21, 2024, Djunaidi and Dicky allegedly met where Djunaidi conveyed that PT PML had paid compensation and a fine of Rp. 4.2 billion and had been transferred to the account of PT Inhutani V.

During the meeting, Djunaidi also gave Dicky money worth 10 thousand Singapore dollars in the form of 100 pieces of 100 Singapore dollars, as requested by Dicky.

On July 23, 2025, Djunaidi met again with Dicky to discuss cooperation in growing sugar cane and Dicky provided land measuring 5 thousand hectares with a request that Djunaidi be willing to replace Dicky's Mitsubishi Pajero Sport car with a Jeep or other SUV type car.

"At Dicky's request, Djunaidi agreed and asked Dicky to contact Aditya regarding the request for the car," said the JPU.

After that, Djunaidi asked Aditya to hand over the payment for the Jeep Rubicon to Dicky in the form of Singapore dollars and asked Aditya to calculate the Singapore dollar exchange rate of 188,390 Singapore dollars, which at that time was Rp12,660 per Singapore dollar.

Based on this information, Djunaidi asked for the money to be rounded up to 189 thousand Singapore dollars and asked Aditya to take the money at Djunaidi's house, which was wrapped in old newspapers and put in a bag, to be taken and handed over to Dicky at Wisma Perhutani.
