MANOKWARI - Directorate General of Treasury of the Ministry of Finance (Kemenkeu) noted that the realization of the distribution of special autonomy funds (otsus) in 2023 in Southwest Papua Province was IDR 785.160 billion or 36.10 percent of the total ceiling of IDR 2.175 trillion.

"The distribution consists of phase one of Rp652.533 billion and the second phase has only realized Rp132.627 billion," said Head of PPA-II Regional Office of the DJPb Ministry of Finance Representatives of West Papua Province Wahyu Widhianto in Manokwari as reported by ANTARA, Tuesday, August 1.

He explained that there were seven local governments that received the distribution of special autonomy funds, namely the Southwest Papua Provincial Government IDR 286.951 billion, the Maybrat Regency Government IDR 71.475 billion, and Raja Ampat IDR 155.675 billion.

Then the Sorong Regency Government Rp38,238 billion, South Sorong Rp54,820, Maybrat Rp114,780 billion, and the Sorong City Government Rp63,218 billion.

"The special autonomy funds are channeled directly to the accounts of each regional government," said Wahyu.

The special autonomy ceiling for the Southwest Papua Provincial Government is IDR 956.503 billion, Maybrat IDR 238.252 billion, Raja Ampat IDR 285.148 billion, Sorong IDR 127.460 billion, South Sorong IDR 182.735 billion, Tambrauw IDR 174.280 billion, and Sorong City IDR 210.729 billion.

As of August 1, 2023, only two local governments have distributed the second phase of the special autonomy fund, namely Tambrauw and Raja Ampat.

"The Tambrauw Regency Government has distributed 65.86 percent of the ceiling, and Raja Ampat 54.59 percent. The rest is still 30 percent," said Wahyu.

The special autonomy fund consists of three types, namely generalized special autonomy funds (block grants), special autonomy funds that have been determined for use (specific grants), as well as additional infrastructure funds (DTI).

DJPb continues to coordinate with each regional government in Southwest Papua to immediately complete two documents on terms of distribution of special autonomy funds at each stage.

The documents in question are reports on the use of previous special autonomy funds, and special autonomy planning reports that are integrated with the program in the APBD.

"Pemda harus menyerahkan dokumen syarat salur ke Direktorat Jenderal Perbangan Keuangan (DJPK) Kementerian Keuangan di Jakarta," kata Wahyu.

After the channel requirements were met, Wahyu said, the DGT issued a recommendation letter for distribution to all State Treasury Service Offices (KPPN) in Indonesia.

The completeness of the two documents on terms of distribution of special autonomy funds is regulated through the Minister of Finance Regulation Number 76/PMK.07/2022 of 2022 concerning the Management of Revenue in the Context of Special Autonomy.

"Currently, the local government has no obligation to report to us (DJPb) in the regions, but directly to the center," he said.

According to him, the central government has provided special status for Papua through Law Number 2 of 2021 concerning Papua Special Autonomy.

The implementation of the policy needs to be supported by a budget called special autonomy fund, so that its implementation runs optimally according to joint expectations.

"The funds from the central government to Papua are not only special autonomy, but there are others such as physical DAK, non-physical DAK, village funds, and others," he said.
