Head of the National Food Agency Arief Prasetyo Adi said his party would soon issue regulations regarding the latest purchase price of grain and rice in welcoming the harvest.

The HPP was published in order to maintain stability and balance of grain prices or rice, both at the farmer level, milling, traders, and the community.

"According to the direction of the President, that in order to maintain a balance of prices at the level of farmers, traders and the community, we will immediately issue a National Food Agency Regulation (Perbadan) on the Purchase Price of the Government (HPP) of Rice", Arief said in a statement, Sunday, March 12.

Arief explained that the latest HPP proposal had paid attention to the input of all stakeholders taking into account the cost of production, farmers' margins, quality of grain and rice, as well as the impact of rising inflation.

"The proposed HPP refers to input from farmer organizations, milling, and related Ministries/Institutions which are calculated based on the structure of farm business costs and the development of the current economic price of grain and rice," he said.

After the HPP is decided, continued Arief, the survey will be outlined in the Regulation of the National Food Agency (Perbadan).

"We have conveyed the proposal, then we will put the decision into the body. Preparing for this agency also has stages, we are currently accelerating it so that it will be issued immediately," he said.

In the near future, Arief said, harmonization will be carried out of the Draft National Food Agency (Perbadan) Regulation on the HPP of this Grain and Rice and Price Rafaction will be carried out.

Then, proceed with the legislation process so that the new BP Gabah and Rice HPP can be published immediately when entering the peak of the main harvest in 2023.

Arief believes that if it has been implemented, the HPP can become a government instrument to protect farmers or producers by keeping the selling price of farmers from falling or falling below the cost of production, which will certainly be very detrimental to farmers.

This HPP is a regulation to regulate the purchase price of grain and rice for farmers. Given that the main harvest is already running, we both don't want the price of grain/rice at the farmer level to fall. On the other hand, we also don't expect the price of rice in high consumers, therefore the HPP set really prioritizes the aspect of balance," he explained.

Parallel with the ongoing process of enacting the HPP Agency, the National Food Agency issued a Decree of the Head of the National Food Agency Number: 62/KS.03.03/K/3/2023 concerning the Flexibility of the Grain Or Rice Prices in the Context of Organizing Government Rice Reserves.

This decree is valid from March 11, 2023, until the issuance of the HPP.

The Decree generally regulates the procurement price of Bulog in the context of filling Government Rice Reserves (CBP), where for Harvest Dry Grain (GKP) in farmers of Rp. 5,000 per kg, Dry Grench Grain (GKG) mills Rp. 6,200 per kg, GKG in BULOG Gudang Perum Rp. 6,300 per kg, rice in Bulog Gudang Bulog Rp. 9,950 per kg.

"While waiting for the HPP Agency, the National Food Agency moved quickly to issue a price flexibility decree at a higher price in accordance with the input of the extortion stakeholders," he explained.
