Commission XI of the Indonesian House of Representatives on Monday, February 13, 2023 held a fit and proper test against the Head of the BI Payment System Policy Department, Filianingsih Hendarta, and Dwi Pranoto (Head of the BI Regional Department). Both are candidates for Deputy Governor of Bank Indonesia (BI).

After the fit and proper test, Filianingsih was appointed Deputy Governor of BI. He replaced Dody Budi Waluyo, whose term of office was completed in April 2023.

The results of this election are one of the manifestations that the Member of the Board of Governors of Bank Indonesia was chosen based on a meritocracy system, namely the best competence and capability possessed regardless of ethnicity, religion, race and intergroup (SARA), in carrying out the mandate of carrying out Bank Indonesia's duties.

Filianingsih Hendarta was born in Surabaya in 1963. He completed his undergraduate education in the field of Law at Airlangga University in 1985.

In 1992, the woman who is familiarly called Fili received a Master's degree in Economics & Finance from Boston University, United States.

Fili is a senior official at Bank Indonesia. He has served in Indonesia's central bank for 37 years since 1986.

Fili started her career as a staff of the BI International Department that year. Subsequently, she was transferred to the Surabaya Representative Office.

Over time, Fili's career began to climb. He was appointed Head of the Monetary Management Department (2013-2015) and Head of the Macroprudential Policy Department (2015-2019).

Fili's last position before being elected Deputy Governor of Bank Indonesia was the Head of the Payment System Policy Department. He has carried out this mandate since 2019.

Fili is noted to have led the Garuda Digital Rupiah Project to maintain Rupiah sovereignty in the digital era, including the preparation of whitepapers.

In addition, he also encourages toll road digitization implementation projects, non-cash social assistance digitization and digitalization of transportation together with related ministries/agencies.

Filianingsih Hendarta's Vision and Mission

In the fit and proper test which was held Monday, February 13, 2023, Fili explained three visions and missions, namely realizing a national economy that is not only resilient but also progressive through the acceleration of effective and synergistic digital economic and financial transformation for the revival of Indonesia.

The vision and mission will be realized by Filiangsing through three strategies.

"First, overseeing monetary stability for a resilient economy," said Fili, addressing VOI.

According to him, the post-pandemic economic situation is filled with uncertainty due to global factors that demand that Indonesia must protect the external sector and the financial industry.

"The national economy is not recovering as quickly as expected, but we should be grateful that growth in 2022 can reach 5.31 percent and inflation is 5.51 percent lower than the initial assumption," he said.

Second, ensuring adequate and inclusive economic financing support.

"This means we support the national economic recovery on an ongoing basis," he said.

Third, it is a strategy to formulate and implement concrete steps in accelerating the Digital Financial Economy (EKD).

"Here we will integrate EKD between the conventional sector and sharia to achieve more inclusive financing," he said.
