JAKARTA - Member of the National Energy Council (DEN) Herman Darnel Ibrahim said that currently Indonesia has entered phase one of the development of Nuclear Power Plants.
Herman said, usually in building a PLTN, Indonesia must go through three or four phases.
"In Government Regulation Number 79 of 2014, it is stated that nuclear is the last option as a power plant, but that does not mean it cannot be chosen," he said at the Energy Corner, Monday, October 31.
Herman added, phase one is a preparation that must be done before starting development where the government must prepare all things such as regulations, infrastructure and other necessary things.
For this reason, the government has also formed a Nuclear Energy Program Implementation Organization (NEPIO) which will play a major role in completing phase one of PLTN development.
"NEPIO prepares everything until it is declared to start building," added Herman.
Meanwhile, in the second phase, he continued, is the phase of preparing procurement documents from PLTN such as engineering preparations, document tenders and then bidding or bidding will be carried out.
After the bidding is carried out, then the construction of this PLTN will enter phase three, namely starting the physical construction of PLTN to commissioning.
"Actually, the phase after that is an operation and after that is the decommissioning phase. If it is divided it is actually five but there are three common ones," explained Herman.
Furthermore, he added, in phase one which is currently being carried out in Indonesia, NEPIO still has a lot of preparation to do.
Citing the International Atomic Energy Agency, he continued, there are at least 18 things that must be prepared in phase one, including national positions, nuclear safety, management, funding, legal framework, safeguard, regulatory framework, government regulations, radiation protection, grid network, human resources, involvement of stakeholders, site supporting facilities, environmental protection, emergency planning, nuclear security, nuclear field cycle, radio active waste management, and industrial informants.
"This was prepared by NEPIO and I think they will also prepare regulations. The nuclear power law also needs to be completed because it is not sufficient only with the EBT Law," he continued.
In addition, Herman added, this PLTN also needs to be negotiated nationally, because there are still pros and cons related to the development of PLTN in Indonesia.
