JAKARTA - The Ministry of Energy and Mineral Resources (ESDM) asked local governments to immediately draw up a general plan for regional electricity or RUKD to guide the implementation of the business of providing electricity for the public interest.
"We appreciate the local government for setting the RUKD. We hope that other local governments will immediately prepare to prepare for the RUKD, so that the target of determining the RUKD is one year after the general national electricity plan (RUKN) is set to be achieved, said the Coordinator of Electricity Generation at the Directorate General of Electricity at the Ministry of Energy and Mineral Resources Pramudya in a statement in Jakarta, quoted from Antara, Friday, September 9.
Pramudya explained that the local government received a mandate to arrange the RKUD no later than one year after the stipulation of the RUKN. This is in accordance with the mandate of Article 24 paragraph 4 of Government Regulation Number 25 of 2021 concerning the implementation of the ESDM sector.
Based on the records of the Ministry of Energy and Mineral Resources, there are only seven local governments that have determined the RUKD, namely Lampung, Central Java, Bali, West Nusa Tenggara, East Kalimantan, North Kalimantan, and Central Sulawesi.
In 2021, the central government will invite and accommodate input from various stakeholders including ministries and institutions, local governments, business entities that hold business (wilus) to academics in the context of collecting data and methodology for updating the UKN.
With the completion of the preparation of projected electricity needs and optimization of supply for RUKN, the Directorate General of Electricity at the Ministry of Energy and Mineral Resources held a series of discussions of the largest group five times in several regions to get input from all stakeholders.
"We will collect input from local governments and business entities holding wilus in Java-Bali. Input from stakeholders is very important because RUKN will be a guide for the preparation of RUKD and RUPTL which will eventually serve as a guide for the implementation of the business of providing electricity for the public interest," explained Pramudya.
Director of the Advanced Energy System of the United States International Development Institute (USAID) Sustainable Energy for Indonesia's Advancing Resilience (Sinar) Hanny Berchmans said discussions and inputs with all parties were needed in policy preparation.
He conveyed that USAID - Sinar implemented a technical assistance program in the form of discussion among groups, consultation meetings, and workshops to support the Ministry of Energy and Mineral Resources in realizing the energy transition target.
"We are committed to assisting the Indonesian government in tackling the challenges of transitioning to reliable and sustainable energy," said Berchmans.
