JAKARTA - The Director General of Oil and Gas at the Ministry of Energy and Mineral Resources (ESDM) Tutuka Ariadji emphasized that the government does not intervene in determining the price of the type of fuel for public oil (JBU), including fuel sold by the business entity PT Vivo Energy Indonesia.

Tutuka said this was in accordance with Presidential Regulation Number 191 of 2014 concerning the Provision, Distribution, and Retail Selling Price of fuel, which was amended last time by Presidential Regulation Number 117 of 2021.

According to the regulation, the government has determined three types of fuel oil (BBM) circulating in the community, namely the first is certain type of fuel (JBT) or fuel that receives subsidies and compensation, namely kerosene and diesel.

The second type is the special type of fuel assignment (JBKP), namely fuel that does not receive subsidies, but receives compensation, namely RON 90 gasoline. Finally, the type of general fuel (JBU) is fuel outside JBT and JBKP.

"Of the three types of fuel, the Minister of Energy and Mineral Resources has set a retail selling price (HJE) for certain types of fuel and special types of fuel for assignments. Meanwhile, the HJE type of fuel is generally calculated and determined by business entities," explained Tutuka in his official statement, Monday, September 5.

Thus, the HJE JBU is set by business entities. In an effort to control prices in consumers, according to Tutuka, the government has set an upper limit formula, where the price of fuel refers to the reference price of the MOPS/Argus market and distribution costs by the margin of business entities a maximum of 10 percent.

This provision is in accordance with the Minister of Energy and Mineral Resources Decree No. 62.K/12/MEM/2020 concerning Formula for Basic Prices in Calculation of Retail Selling Types of General Fuel Oil Types of Gasoline and Solar Oil which are channeled through Public Fuel Filling Stations and/or Fisherman's Fuel Filling Station.

"Based on this, the government will reprimand business entities if they sell fuel exceeding the upper limit. The determination of selling prices at gas stations is currently a policy of business entities reported to the Minister cq of the Director General of Oil and Gas, so it is not true that the government asks business entities to increase prices," explained Tutuka.
