JAKARTA - Commission VI of the DPR gave a positive signal regarding additional state capital participation (PMN) for 10 state-owned enterprises (BUMN) worth Rp73.26 trillion. The PMN is divided into two, namely cash and non-cash and will be sourced from the State Revenue and Expenditure Budget (APBN).

This was conveyed by Deputy Chairman of Commission VI Mohamad Hekal, as chairman of the Working Meeting with SOE Minister Erick Thohir regarding the decision making regarding PMN in BUMN for Fiscal Year 2023 and the 2022 corporate action, at the DPR Building, Parliament Complex, Senayan, Jakarta, Monday 4 July.

Hekal said that before holding a working meeting with the SOE Minister regarding the additional PMN, his party had held an internal meeting and the majority approved the additional PMN for 10 state-owned companies. However, the meeting is still going on.

"We had an internal meeting before this meeting to get or screen each faction, and it seems that in general almost everyone agrees. There are one or two who want to maybe give special notes," said Hekal.

For your information, PMN worth Rp.73.26 trillion, consisting of cash PMN of Rp.69.82 trillion and non-cash PMN of Rp.3.44 trillion.

The details on the use of cash PMN include PT PLN (Persero) worth Rp. 10 trillion, holding SOE Defense or Defend ID of Rp. 3 trillion, holding of Food SOEs of Rp. 2 trillion and PT. Hutama Karya (Persero) of Rp. 30.56 trillion.

Previously reported, Deputy Minister of BUMN II Kartika Wirjoatmodjo said Damri had not received PMNs for a long time. According to him, the PMN was given to Damri to carry out pioneering tasks, because there were quite a lot of assignments from the Ministry of Transportation for new areas.

"This includes reforming electric buses in big cities, Jakarta, Medan, Surabaya. Gradually these cities will convert all of their buses into electric buses," he said during a Working Meeting with Commission VI, Tuesday, June 7.

Tiko as Kartika is familiar with, explained that PMN is also needed by Airnav in achieving seamless Air Traffic Management (ATM) in the regional area as well as supporting the government's strategic program through the modernization of the ATM system. According to Tiko, Airnav also needs investment in a new radar.

"This is related to Singapore's approval for the air space above Sumatra, which requires an increase in radar capacity, so that new radar investments are needed to cover a fairly large air area," he explained.

Meanwhile, Hutama Karya's largest PMN proposal is for the construction of Trans Sumatra Toll Road (JTTS) infrastructure, which consists of Phase I and Phase II JTTS construction PMNs.

"This PMN figure of IDR 30.56 trillion is down from the previous application of IDR 36.78 trillion due to the optimization of funding from the toll road Asset Recycling collaboration with INA (and includes JTTS Phase II funding)," said Tiko.

In addition to assignments, said Tiko, PMN is also allocated for business development, strengthening the capital structure, and improving the performance of a number of state-owned companies. These include the construction of facilities and increasing production capacity of radar, aircraft, ships, ammunition, medium tanks, combat vehicles and modernization of weapons by Defend ID.
