BANDA ACEH - Aceh High Prosecutor's Office (Kejati) investigators have named three suspects for alleged corruption in cattle procurement with a total budget of IDR 2.37 billion in Southeast Aceh Regency.

Head of the Legal Information and Public Relations Section of the Aceh Attorney General's Office, Ali Rasab Lubis, said the three suspects had the initials M, A, and MR. The procurement of the cattle is managed by the Southeast Aceh Regency Agriculture Service in the 2019 fiscal year.

"The determination of the three suspects was carried out after investigators found preliminary evidence in the form of documents related to the procurement of 200 cows as well as statements from witnesses and experts," he said as quoted by ANTARA, Wednesday, September 13.

Ali Rasab said suspect M was a Commitment Making Officer (PPK) for cattle procurement at the Southeast Aceh Regency Agriculture Service for the 2019 fiscal year.

Meanwhile, suspect A as Director of CV MRM is the winner of the auction and the implementing company for cattle procurement. As well as the suspect MR, as the controller and supplier of livestock with the UD SK company against CV MRM.

The alleged corruption case originated from the procurement of 200 cows by the Southeast Aceh Regency Agriculture Office in the 2019 fiscal year. The procurement budget comes from Aceh's special autonomy funds allocated to city districts.

Furthermore, the Southeast Aceh Regency Agriculture Service conducted an auction and won by CV MRM with a contract value of more than Rp. 2.37 billion.

However, A as Director of CV MRM did not carry out cattle procurement work. Suspect A admitted that his company was borrowed by the suspect MR. MR is also a civil servant at the Southeast Aceh Regency Agriculture Service.

"From the results of the examination, the company loaned without a power of attorney, both under the hands and the notary deed of Suspect A admitted that he only received a fee from the contract value," said Ali Rasab Lubis.

Furthermore, MR as the company borrower and also the controller of the supplier using the UD SK company to buy cattle in Simalungun, North Sumatra.

"The cow was bought by MR workers or his messenger. The MR worker did not know the technical specifications of the cattle he bought. He was only ordered to buy a female cow with a height ranging from 102 to 104 centimeters as many as 200. Cows were purchased in retail at agents and cattle traders," he said.

At the time of handing over the work and health checks for the cows, it did not match the contract documents. The condition of the cows is weak, thin, and sick. The cows are placed in the UPTD of the Southeast Aceh Regency Agriculture Service and entrusted to farmers.

Ali Rasab Lubis said of the 200 cows, 81 of them died as evidenced by death certificates. While 119 other people are not clear about their whereabouts.

"Based on the results of the Aceh Inspectorate audit, the state losses incurred reached more than Rp. 1 billion. Investigators are still investigating the case and it is possible that other parties were involved," said Ali Rasab Lubis.
