The North Sumatra High Prosecutor's Office arrested former Treasurer of the Labuhanbatu Suburiyah Daulay Public Health Center, a fugitive in a corruption case against the misuse of the National Health Insurance Capitation Fund (JKN) at the Perlayuan Health Center, Labuhanbatu in 2018-2019.

"The convict was detained in West Bilah Subdistrict, Labuhanbatu on Thursday (25/5) at around 20.00 WIB. When arrested, the convict was cooperative and did not fight," said Head of North Sumatra Attorney General's Office Yos A Tarigan in Medan as reported by ANTARA, Friday, May 26.

He said the convict was determined by the DPO since March 16, 2022 or since the issuance of the cassation decision by the Supreme Court.

The verdict at the cassation level against the convict Suburiyah was charged with Article 12 letter (f) of the Republic of Indonesia Law Number 31 of 1999 in conjunction with Law of the Republic of Indonesia Number 20 of 2001 concerning Criminal Acts of Corruption, and imprisonment for four years and a fine of Rp. 200 million, subsidiary to two months in prison.

"After being arrested, the Tabur Team took the convict to the Labuhanbatu Kejari Office for administrative completeness. Furthermore, the convict was escorted to the Rantauprapat Class II Prison to serve his sentence," he said.

Meanwhile, Kajari Labuhanbatu Furkonsyah said that this case began in 2019 at the Perlayuan Health Center carrying out JKN activities whose source of funds came from the Capitation Fund for the Social Security Implementation Agency (BPJS) for the December 2018-March 2019 period worth Rp93,646,000.

Furkonsyah explained that on August 12, 2019 at around 10:00 WIB at PT Bank Sumut Rantauprapa Branch, the defendant Suburiyah withdrew the JKN Capitation Fund for the 2018-March 2019 Service Center for IDR 93,646,000.

"After the money was received, Suburiyah went to witness Apriani's house to recap the total amount of JKN's guarantee capitation funds," said Kajari.

Then, Suburiyah cut operational costs on a piece of paper in exchange for the service of disbursing Travel Expenditures for the Regional Office of Employees of the Perlayuan Health Center.

The budget is sourced from the BOK (Health Operational Agency) funds given to the convict as the manager of the BOK.

In August 2019, the defendants were arrested by the Labuhanbatu Police who carried out a hand arrest operation (OTT). From the arrest, Rp188,315,000 was found.
