JAKARTA - Director of Traffic (Dirlantas) Polda Metro Jaya Kombes Pol Latif Usman said the application of manual ticketing is not a form of intimidation but is a form of education to vehicle users. "So there is no assumption that this ticket is an intimidation, but as a system to educate the public to be orderly, so there is no need to be afraid," said Latif, Antara, Thursday, May 18.

Latif explained that manual ticketing was the last step taken by the Police.

"So this ticket is the last step, the police action reminds, reprimands, so it doesn't have to be ticketed," he said.

Latif said he had given an appeal to his staff to ticket drivers who were indeed seen as dangerous for other road users.

"If it is very dangerous, such as three rides, not wearing a helmet, we can see the situation can be reminded to order it to come down first, tell it to take it, but if it is very dangerous, we will definitely ticket it for the last step," he explained.

Latif also rejected the assumption that electronic ticketing or Electronic Traffic Law Enforcement (ETLE) did not work optimally so that manual ticketing was re-imposed. "ETLE remains maximal, because this has not been thoroughly monitored by ETLE, so there is a need for this manual ticket, because the ETLE system is really effective to make the public aware, but if the manual ticket is only a means of supporting it," he added.

The Indonesian National Police (Polri) has again imposed a manual ticket on the spot for areas that have not been reached by the electronic ticketing system or ETLE. Head of the Public Relations Division of the National Police Inspector General Pol. Sandi Nugroho in his statement in Jakarta, Monday, said this policy was in accordance with the direction of the National Police Chief General Pol.
