BPK Responds To Integrity Assumptions Doubted By Legal Experts By PPATK

JAKARTA - The Supreme Audit Agency (BPK) responded to the statement by the former Head of the Financial Transaction Reports and Analysis Center (PPATK) Yunus Husein who considered the integrity of the BPK to be still doubtful among legal experts.

Because BPK is considered like that, the Task Force (Satgas) for the Eradication of Money Laundering (TPPU) formed by the Coordinating Minister for Political, Legal and Security Affairs did not involve BPK in tracing odd transactions of IDR 349 trillion at the Ministry of Finance.

"In accordance with Article 23 of the 1945 Constitution and Law (Unlaw) No. 15 of 2006 concerning the Supreme Audit Agency, BPK is a state institution that is free and independent to examine the management and responsibility of state finances. BPK members were elected by the House of Representatives (DPR) taking into account the considerations of the Regional Representative Council (DPD) and inaugurated by the President," said Head of the Public Relations Bureau of BPK Yudi Ramdan, quoted on Sunday, May 7.

As one of the expert teams of a total of 12 TPPU Task Force experts, Yunus Husein is said to have doubts about BPK's integrity because many are'selling' Unqualified Opinions (WTP) in Financial Reports.

In addition, the fit and proper test led by BPK is said to be only limited to the internal Commission XI of the DPR, where the candidates for the leadership of the agency only come from friends of members of the DPR themselves or make a strike to obtain positions at the BPK.

Yudi emphasized that the election to become a member of the BPK must meet certain conditions in accordance with Article 13 of Law no. 15 of 2006. Prospective BPK members were also announced openly to the public to obtain input from the public.

Furthermore, BPK is declared to have established a code of ethics containing basic BPK values that include integrity, independence, and professionalism.

For the enforcement of the code of ethics, various activities such as briefing, education and training, as well as socialization to BPK officials and employees in the context of developing awareness, knowledge, warnings, and strengthening. The Honorary Council of the BPK Code of Ethics has been formed and has processed the violation of the code of ethics in question, including the cases that occurred," he said.

If there are cases of violation of the code of ethics related to the examination carried out by unscrupulous violators of the code of ethics, he said, an independent and objective review will be carried out by a competent examiner. The examination must come from another work unit that is not involved in the examination by the person in question.

The review was carried out to ensure that the results of the related examinations remained in accordance with the provisions of the stipulated laws and regulations and State Financial Audit Standards (SPKN).

Complaints related to violations of the code of ethics have also been made either through public complaints applications through e-ppid.bpk.go.id or whistle blowing system through wbs.bpk.go.id, namely an application provided by BPK for anyone who has information and wants to report an act with indications of violations that occur within the BPK," said Yudi.
