JAKARTA - Residents of the former evictions for the Jakarta International Stadium (JIS) have not been able to occupy the Kampung Susun Bayam (KSB). The problem is, there is no agreement on the rental fee that residents want with offers from the BUMD PT Jakarta Propertindo (Jakpro) as the manager.

Member of Commission B of the DKI Jakarta DPRD, Manuara Siahaan, assessed that there was a disagreement over the KSB rental rate because Jakpro had made the wrong calculation from the start.

Former DKI Jakarta Governor Anies Baswedan planned KSB from the start for residents of Kampung Bayam who were affected by evictions. However, Manuara assessed that the KSB that was built was too luxurious, so that Jakpro's expenditure costs swelled.

"It seems that Jakpro had his own concept errors at the beginning. This is what is important to see. The concept error (KSB), the construction is too luxurious, the building standards are too high. Not for such a community class," Manuara told reporters, Wednesday, February 22.

Thus, Jakpro as a regional company that is oriented towards profit must also set a high tariff. Jakpro initially offered a KSB tariff of IDR 1.5 million per month. This value is clearly opposed by the residents of Kampung Bayam.

Then, Jakpro lowered the tariff to around Rp600 thousand to Rp700 thousand per month. This figure is claimed by Jakpro to refer to the rules regarding rusunawa managed by the DKI Provincial Government.

Residents still do not accept it and think the rental fee is still too large. According to them, the KSB rental price offered by Jakpro is included in the flat occupants in the general category. Meanwhile, the residents of Kampung Bayam considered them to be included in the category of programmed occupants because they were affected by evictions.

"This is the complexity. In the past, the land assets (JIS and Kampung Susun Bayam) had been handed over to Jakpro. On that land, a building was built for their capital. Now because the turnover is not right, the height, the people can't afford it," said Manuara.

On that basis, Manuara suggested that Jakpro and the DKI Provincial Government seek a more solution mechanism so that the residents of Kampung Bayam can immediately inhabit Kampung Susun Bayam (KSB). He suggested that the management of KSB be handed over to the DKI Public Housing and Settlement Areas Service (DPRKP) so that rental costs can be made cheaper.

The discourse on taking over the management of KSB was previously planned. However, in a follow-up decision, the KSB was not submitted to the DKI DPRKP and Jakpro remained its managers.

"So if this management has been received by the Housing Office, it will be finished. The price change can be cheaper. This is what we are currently taking," he added.
