The Police Have Determined That 4 Perpetrators Of Corruption In The Construction Of Marzoeki Mahdi Bogor Hospital Were IDR 6.7 Billion, 2 Suspects DIEd

BOGOR - Bogor Police have named 4 suspects in the corruption case in the construction of the Marzoeki Mahdi Bogor Hospital building which cost Rp6.7 billion.

Of the 4 people who were named suspects because they had harmed the state budget of Rp. 1.6 billion, 2 of them were known to have died in the investigation and investigation process.

This was discovered when the Bogor City Police held a press release to reveal a corruption case at the Bogor City Police Headquarters on Tuesday, February 21, 2023.

Bogor City Police Chief, Kombes Bismo Teguh Prakoso said, the disclosure of this corruption case began when the Bogor City Police received complaints from several sub-contractors who carried out construction work at Marzoeki Mahdi Hospital in Bogor.

Where, this sub-contractor complained about late payments or arrears in the construction project carried out in the 2017 fiscal year.

Then, the police conducted an investigation into the construction project of Marzoeki Mahdi Hospital in Bogor.

After the investigation, police officers managed to find new facts about the construction project of the Marzoeki Mahdi Hospital in Bogor.

Where, the tender process for the construction project was carried out using the fast auction method, so that PT Delbiper Cahaya Cemerlang (DCC) was determined as the winner of the construction project worth IDR 6.7 billion.

In fact, in the rules for the procurement process for Goods and Services, the tender process has been irregularized and is not in accordance with Presidential Decree No. 4 of 2015 concerning the Procurement of Government Goods/Services.

Based on these findings, the police named the four perpetrators as suspects in the case of the construction of the Marzoeki Mahdi Bogor Hospital which cost the state Rp1.6 billion.

The four perpetrators include MHB as Chair of the Electoral Working Group, CSW as PPK, ASR as President Director of PT DCC and SKN as Director of PT DCC.

"For the CSW perpetrators before this case goes up to the investigation stage, the person concerned died (still in the investigation stage)," said the Bogor City Police Chief.

"Meanwhile, for the perpetrators of SKN during the investigation process (the suspect has been implemented) he died," he continued.

The police chief continued, in handling the corruption case in the construction of the Marzoeki Mahdi Hospital in Bogor, there were four modes that were alleged to the four perpetrators.

Namely, engineering tender documents to meet the qualifications by borrowing a fake flag and SKA.

Then, collusion between work implementers and PPK and the Chairperson of the Election Working Group to win PT DCC as the winner of the tender.

Then, shift all work to other parties. Finally, the work does not meet the quality and quantity according to the contract.

Meanwhile, Kombes Bismo Teguh Prakoso said, the details of the roles of the four perpetrators, for CSW and MHB perpetrators, played a role in winning PT DCC as the winner of the tender.

Meanwhile, in fact there are two other Pokja members who have chosen another company as the winner in the construction project of the Marzoeki Mahdi Hospital in Bogor, because the tender documents are considered complete.

"PT DCC managed to win the tender because it was voting by involving PPK and the Head of ULP, so 3 chose PT DCC and 2 (Pokja other) other companies. So that PT DCC was declared the winner," said the Bogor City Police Chief.

Then, for ASR perpetrators, they misuse their companies to be used by others in participating in tenders, aka borrowing flags.

Where, from the results of borrowing this flag, the perpetrator received a fee of two percent of the contract value of the construction project, which had been agreed from the start.

"The ASR suspect received a fee of Rp. 75 million from the company user through the SKN suspect. The actions of the ASR suspect transferred all work to other parties," he added.

Finally, SKN perpetrators are also suspected of abusing their company to be used by others in participating in tenders, aka borrowing flags.

Where, from the results of borrowing this flag, the perpetrator received a fee of two percent of the contract value of the construction project, which had been agreed from the start.

Then, the SKN actor has also prepared a tender complete document using fake SKA to meet the required qualifications.

"The suspect SKN has received Rp150 million for the company's loan fee, and the tender document is Rp75 million," he said.

For the actions of the four perpetrators, added Kombes Bismo Teguh Prakoso, they were suspected of violating Law Number 20 of 2001 concerning the Eradication of Criminal Acts of Corruption.

"The threat is imprisonment for life or imprisonment for a minimum of 4 years, or imprisonment for a minimum of 1 year and a maximum of 20 years," said the Bogor City Police Chief.
