YOGYAKARTA - A total of 19 garbage trucks from Yogyakarta City did not meet the provisions of being caught in control at the final disposal site, aka TPA Piyungan.

Head of the Enforcement Division of the Yogyakarta City Satpol PP Law, Dody Kurniawan, said that the control was carried out by the Yogyakarta Special Region Provincial Government (DIY) together with the City Government on February 7-9.

"We were asked for help in the joint operation. In total there were 19 garbage trucks from Yogyakarta that were caught in control because they did not comply with the provisions," he said in Yogyakarta, Monday, February 13, as reported by Antara.

According to Dody, the joint operation is focused on fulfilling the technical specifications of the waste fleet that is allowed to dispose of waste at the Piyungan TPA according to the DIY Regional Regulation Number 3 of 2013 concerning Waste Management.

In this regulation, one of the technical specifications that must be met is that the garbage truck is equipped with a lever and the condition of the truck tub is not leaking, the tub must be closed, and has a barrier.

"From yesterday's operation, apart from finding a truck that had not been equipped with a lever or hydrolic, it turned out that a truck that did not have a permit or recommendation for disposing of garbage in Piyungan," he said.

The entire fleet that is put in order is a fleet belonging to the community or the private sector. "There is no local government waste fleet because everything is in accordance with the provisions," he said.

The waste fleet that was caught in control then underwent coaching and was advised to immediately comply with the rules that had been set so as to minimize the negative impact of the waste disposal process to the Piyungan TPA.

"We routinely carry out activities like this with different control focuses. In November last year, we focused on the condition of the truck because previously there were many complaints like trucks leaking so that garbage scattered outside the TPA and the surrounding community complained about it," he said.

Dody added that similar activities will continue to be carried out and it is possible that sanctions are not only limited to appeals or warnings but a prohibition on throwing garbage into the TPA.

In addition to controlling the garbage collection fleet, the Yogyakarta City Satpol PP also continues to carry out rules enforcement patrols from the inorganic waste zero movement that will be implemented starting in early January.

To date, there have been two violators who have undergone a judicial process with trial for minor crimes at the Yogyakarta District Court. One of the violators was even subject to a fine of Rp. 250,000.

"He committed two violations at once. Disposing of garbage carelessly and not residents of Yogyakarta City but throwing garbage in the Yogyakarta area," he said.
