In Order To Clear, The PKS Legislator Asks BPKH To Flat The Roadmap For Hajj Fee With A Pattern Of 70 Percent Of Bipih, 30 Percent Of Benefit Value

JAKARTA - Member of Commission VIII DPR from the PKS Faction, Bukhori Yusuf, asked the Hajj Financial Management Agency (BPKH) to prepare a roadmap for the Hajj financing pattern proportional to 70 pieces of which is Bipih (cost component paid by pilgrims), and 30 of the value of benefits. This composition, according to him, is important for the sake of justice for the pilgrims. Both those who will depart this year and the following years.

"I hope there needs to be a clearer roadmap to create a financing pattern for organizing the hajj proportional to 70 pieces of our proposal, no later than 8-10 years," said Bukhori in Jakarta, Saturday, January 28.

The Central Java electoral district PKS legislator admits that the objection of the prospective pilgrim in 2023 bears too high a fee burden. On the other hand, if the cost of Hajj is increased, Bukhori asks that it be carried out in stages.

"We do not agree that this too high increase in costs will only be borne by prospective hajj candidates this year. The increase should be done slowly, starting with an increase in initial deposits," said Bukhori.

On the other hand, Bukhori assessed, BPKH must be able to increase the value of the benefits of the proceeds from the management of funds from 5.3 million of our pilgrims which are worth Rp. 167 trillion. He emphasized that the proposal is that the cost of the pilgrimage (bipih) charged to prospective pilgrims this year is quite a figure of Rp. 50 million.

According to him, in addition to being more rational to maintain the sustainability of Hajj financing in the future, the figure of Rp. 50 million is more affordable for prospective pilgrims and not too burdensome.

We propose that the congregation be charged quite a sum of Rp50 million, while the rest will be covered through optimization funds, "he concluded. It is known that the Minister of Religion Yaqut Cholil Qoumas proposed a 2023 hajj fee of Rp69,193,733.60. This amount is 70 percent of the proposed average Hajj Implementation Fee (BPIH) which reached Rp98,893,909.11. Compared to the previous year, the proposed BPIH 2023 increased by Rp514,888.02.

According to Yaqut, in composition there is a significant change between the Bipiah component that must be paid by the congregation and the components whose budget is allocated from the value of the benefits (optimization).

Yaqut explained, BPIH 2022 amounted to IDR 98,379,021.09 with a composition of IDR 39,886,009.00 or 40.54 percent and an optimization value of IDR 58,493,012.09 59.46 percent.

Meanwhile, the Ministry of Religion's proposal for BPIH 2023 is IDR 98,893,909.11 with a composition of IDR 69,193,734.00 70 percent and an optimization value of IDR 29,700,175.11 30 percent.

The components charged directly to the congregation were used to pay for six things. First, flight costs from the embarkation to Saudi Arabia (PP) amounted to Rp33,979,784.00. Second, Makkah accommodation Rp18,768,000.00, the third is for Medina's accommodation Rp5,601,840.00.

Fourth, the cost of living costs Rp4,080,000.00, fifth, Visa Rp1,224,000.00. Sixth, the Masyair service package Rp5,540,109.60.
