JAKARTA - Chairman of the State Civil Apparatus Commission (KASN) Agus Pramusinto said strong political interventions against the bureaucracy and ASN are a challenge for implementing the merit system within the government ASN environment.

To minimize the occurrence of corrupt practices, especially the practice of buying and selling positions in filling high leadership positions (JPT), Agus said KASN continues to be present to ensure JPT filling runs in accordance with statutory regulations.

"KASN also ensures that JPT is filled by ASN according to the qualifications, competencies, and high performance," said Agus.

In 2022, KASN has supervised JPT filling, either through open selection or competency testing by issuing 3,289 JPT filling recommendations. In that supervision, KASN found that the JPT filling quality index was 81.9 or in the good category.

Regarding the competence gap between the need and availability of ASN that excels in occupying strategic positions in the bureaucracy, KASN seeks to overcome this by supervising the implementation of the merit system in government agencies.

"KASN has assessed the application of the merit system until 2022 to 460 government agencies where the value of the merit system category is either above as many as 217 government agencies or 47.3 percent," he said.

KASN was formed on January 15, 2014 to coincide with the ratification of the ASN Law.
