The DPRD's Prosperous Budget For Purchasing Medical Devices At The Didrop Hospital As A Result Of The Urgeous Investigation But Sports Building

Commission E of the DKI Jakarta DPRD summoned the ranks of the DKI Provincial Government to ask for clarification regarding the budget for the purchase of medical devices for 15 RSUDs amounting to Rp220 billion in the draft APBD (RAPBD) for the 2023 fiscal year.

In this case, the DKI Provincial Government was asked by the Ministry of Home Affairs (Kemendagri) to issue budget allocations that were not proposed since the beginning of the discussion, namely from the regional government's work plan (RKPD) and directly included in the RAPBD to meet the needs of the unexpected expenditure budget (BTT).

As a result of the rationalization, the Rp220 billion budget for medical equipment procurement included in the Health Service budget group was issued.

Member of Commission E of the DKI Jakarta DPRD Basri Baco admitted that he was surprised why only the budget for the Health Service unit was issued. Meanwhile, other regional apparatus organizations (OPD) have passed the obligation to issue their budgets.

"I suspect, how come it's lost at Rp220 billion and this is only at the Health Office? If the basis (budget expenditure) is not in the RKPD, why are there still a lot of goods that are also not in the RKPD and are still being maintained?" said Baco at the DKI Jakarta DPRD building, Thursday, January 12.

Agreeing, Chairman of Commission E of the DKI Jakarta DPRD, Iman Satria, compared the urgency of the procurement of the DKI Health Service medical equipment budget which was dropped with the budget for the renovation of the sports arena (GOR) at the Youth and Sports Service (Dispora) which was actually maintained.

"There are (budgets) that are not in the RKPD that still pass, hundreds of billions, sir. Why not just take down? (The budget) is GOR, not a single one has dropped, it's Rp600 billion in Dispora," said Iman.

The DKI Provincial Government explained that the GOR renovation budget was maintained because currently old buildings have been demolished. Then, a new building is needed to support the preparation of the National Sports Week (PON) and the implementation of the 2024 General Election.

However, the DPRD has not been able to accept this reason. According to him, the procurement of medical devices is also more urgent because this involves public health services.

"When compared to the GOR, the Head of the Youth and Sports Service explained that it cannot be dropped. But the Head of the Health Service should also survive, saying this is community service, there must be. This is only a matter of will," he said.

For information, the DKI Provincial Government has increased the nominal budget for BTT in the 2023 APBD draft. Initially, BTT was set at IDR 648 billion, then increased by IDR 220 billion to IDR 868 billion.

This budget adjustment is in accordance with the recommendations of the Ministry of Home Affairs (Kemendagri) which considers BTT DKI to be very small. Thus, the Regional Government Budget Team (TAPD) decided to issue an allocation of the medical equipment procurement budget at the Health Office and shifted the budget to be included in the addition of BTT.
