JAKARTA - A suicide bomber killed at least five people outside the Afghan Foreign Ministry on Wednesday, police said, but officials said the death toll was more.

Kabul police spokesman Khalid Zadran said the death toll officially confirmed was five. Ustad Fareedun, an official at the Taliban-run information ministry, said 20 people had died.

He said the bomber planned to enter the Office of the Ministry of Foreign Affairs but failed.

A photo of the area, confirmed by official sources, shows at least nine people dead or injured lying outside the ministry.

"The explosion occurred around 16.00 local time," Zadran said.

The explosion occurred during peak hours in heavily fortified areas, surrounded by checkpoints, in areas where several ministries exist. Several countries, including Turkey and China, have embassies in the region.

No group immediately claimed responsibility. Previously, the Taliban-run government faced an insurgency by ISIS militants targeting foreigners, including the Russian and Pakistani embassies and a hotel serving Chinese businessmen.
