JAKARTA - The DPR held a plenary meeting of the Opening of Trial Period III for the 2022-2023 Session Year after undergoing a three-week recess.

The inaugural plenary meeting in 2023 was chaired by Deputy Speaker of the House of Representatives, Rachmat Gobel. Accompanied by other Deputy Speakers of the House of Representatives, Sufmi Dasco Ahmad, Lodewijk Paulus, and Muhaimin Iskandar or Cak Imin.

It was recorded that the plenary meeting for the opening of the session this time was only physically attended by 23 members of the DPR. Not including DPR Speaker Puan Maharani.

"According to records from the Secretariat General of the DPR RI, the list of attendance at the beginning of the DPR RI Plenary Meeting today has been signed by the physical presence of 23, virtual 140, 129 permits, and 302 people from 575 members of the DPR RI," Gobel said in a plenary meeting, Tuesday, January 10.

Although only 23 members of the council came physically, Gobel said today's plenary meeting was attended by members from all factions of the DPR.

Gobel also replaces Puan as the Speaker of the DPR who should have read the speech of the Speaker of the DPR at the Opening of the Third Session Period for the 2022/2023 Session Year.

"Let me read the speech of the Speaker of the House of Representatives at the Opening of Trial Period III for the 2022/2023 Session Year from the podium," said Gobel.

In the speech of the chairman of the DPR, Gobel read out a number of important and strategic agendas to be completed according to the constitutional function of the DPR. One of the most highlighted is related to Government Regulation in Lieu of Law (Perppu) Number 2 of 2022 concerning Job Creation (Ciptaker). "The government has issued a Job Creation Perppu. In accordance with the provisions of the Law of the Republic of Indonesia, the government Regulation must obtain the approval of the House of Representatives in the following trial. If it does not get approval, then the government regulation must be revoked," said Gobel. The government considers that the Perppu is the implementation of the Constitutional Court Decision Number 91/PUUU-XVIII/2020, which mandates that improvements be made through the replacement of Law Number 11 of 2020 concerning Job Creation. "The DPR RI in accordance with its constitutional function will assess the fulfillment of parameters as the necessity of forcing the President to stipulate a Government Regulation in Lieu of Law and assess the substance that provides the legal basis for the Government and related institutions to take policies and various aspects of the arrangement related to job creation," Gobel said in his speech.
