LRT Plan Phase 2 Pulogadung-Kalideres Anies Threatened Canceled

JAKARTA - The LRT Phase 2a development plan for the East-West corridor with the Pulogadung-Kebayoran Lama route which is being carried out by the DKI Jakarta Transportation Agency is threatened with being canceled.

This is because the Pulogadung-Kebayoran Lama LRT route overlaps with the MRT project with the East-West corridor of the Cikarang-Ujung Menteng-Kalideres-Balaraja route which is being worked on by the central government.

In addition, the Phase 2 LRT development plan is not in accordance with Regional Regulation Number 1 of 2012 concerning the Jakarta Regional Spatial Plan (RTRW) of 2030. Where, there is no nomenclature for the LRT development plan in the spatial structure plan map.

The reason for the cancellation was revealed by DKI DPRD Commission B Member Gilbert Simanjuntak during a Commission B meeting at the DKI DPRD Building.

"This is a fatal mistake. How can planning without complying with RTRW and nomenclature. The LRT development plan means that it is made without careful planning and a review of existing regulations from the central government," said Gilbert at the DPRD DKI Building, Central Jakarta, Monday, February 3.

In his presentation, Gilbert also said, if the DKI Jakarta Provincial Government did not coordinate with the central government from the start, it planned to build the Pulogadung-Kebayoran Lama LRT.

As a result, the central government has just decided that the phase 2 LRT violates Presidential Regulation (Perpres) Number 55 of 2018 concerning the Jabodetabek Transportation Master Plan (RITJ).

"Referring to the RITJ signed by President Jokowi. All plans integrate into it. Not then playing to make plans as if they are not connected with the central government. Everything must be integrated with one platform, namely RITJ," he said.

Gilbert said that the cancellation letter for the Pulogadung-Kalideres LRT must be obeyed by the Governor of DKI Jakarta Anies Baswedan. This means that the development budget of Rp.154 billion cannot be used and becomes the remaining budget usage (silpa).

Therefore, Gilbert advised the DKI Provincial Government, especially the DKI Jakarta Transportation Agency to review the LRT development plan which was previously planned to begin construction this year.

"We suggest that to be reviewed, the LRT development plan is made according to the nomenclature and RTRW, according to the direction from the center. Without it, it will still be rejected," Gilbert explained.

"Do you want to include the following budget in the revised APBD, or budget for next year to remain LRT," he added.

In fact, the Jakarta Phase II LRT construction is planned to connect the last Jakarta LRT station from Boulevard Utara, Kelapa Gading, to the direction of Priok to be precise to Jakarta International Stadium (JIS). In addition, this second phase of construction will also connect the south side of the Jakarta LRT from Velodrome in Rawamangun to Manggarai.

The Jakarta LRT is a project of the DKI Jakarta Provincial Government which was started in 2016 by Jakpro. In the first phase, this project connected the Kelapa Gading area with Velodrome along 5.8 km.
