Khofifah started her political career as the leader of the PPP faction of the DPR RI from 1992 to 1997. While in parliament, Khofifah also served as a member of Commission II and the head of Commission VIII DPR RI.

The peak of his career as a representative of the people, Khofifah was entrusted with being the Deputy Speaker of the Indonesian House of Representatives in 1999.

During President Gus Dur's leadership, Khofifah was appointed Minister of State Women's Empowerment and also Head of the National Family Planning Coordination Agency from 1999 to 2001.

After holding two important state positions, Khofifah returned to being the people's representative from 2004 to 2006.
