Russian State Dumas Sahkan Penerimaan Empat Wilayah Ukraine: Set Restrictions, Currency, Job Guarantee To Health Assistance

JAKARTA - The State Dumas unanimously passed a constitutional bill on the acceptance of the Donetsk and Lugansk People's Republics (DPR, LPR), as well as the Kherson Region and Zaporizhia, on Monday.

According to the law, residents of Russian constituents will be recognized as new citizens from September 30, the day the region joins Russia, but they have one month to reject Russian citizenship, reported by TASS Oct. 4.

The document stipulates that residents of the new region can acquire Russian citizenship by applying for an application and being sworn in as citizens of Russia.

The document further explains that the House of Representatives and LPRR will maintain their status as republics after joining Russia, in Russian it will become their official language.

Meanwhile, the Kherson and Zaporizhia regions will also join Russia as their constituent entities and will continue to be called territory. The borders of the republics and territories will be the same as those "on the day of their creation and access to Russia."

Their borders with other countries will be considered the border of the Russian state. At the same time, under constitutional law, the DPR and LPR joined Russia under the 2014 border immortalized in their constitution.

Next, the transition period will take place between the day of accession of new regions to Russia until January 1, 2026. In particular, Russian citizens in the DPR, LPRR, Zaporizhia and Kherson Region will be guaranteed their right to work.

In addition, documents on their education and civil status, as well as their tenure and the right to pensions and social and medical assistance, will be recognized. The federal government agency's branch will be established in the republic and new territory by June 1, 2023.

For the currency, the Russian ruble will be the only currency used in the House of Representatives, LPRR, the Kherson region, and Zaporizhia from January 1, 2023. However, Ukraine's hryvnia use will be allowed until the end of 2022. In addition, a new constituent entity will implement Russian budget laws on January 1, 2023, while their budget will be approved by December 15, 2022.

Russian President Vladimir Putin and the head of the Donetsk People's Republic, the Lugansk People's Republic, as well as the Kherson and Zaporizhia regions, signed an agreement on their access to Russia at a ceremony at the September 30 Kremlin.

The majority of the population of the four regions are said to have chosen to join Russia in a referendum, while Ukraine and the international community rejected the results obtained.
