Although PSI Does Not Agree, The DKI DPRD And Provincial Government Still Sahkan Raperda P2APBD 2021

JAKARTA - The DKI Jakarta DPRD and the DKI Jakarta Provincial Government have agreed on a draft regional regulation (Raperda) regarding the accountability for the implementation of the DKI Jakarta Provincial APBD (P2APBD) for the 2021 fiscal year.

The discussion on the results of the P2APBD evaluation was agreed even though there was a disapproval from one faction, namely the PSI faction of the DKI DPRD. Before the 2021 P2APBD Raperda was ratified by the chair of the meeting, Member of the PSI faction of the DKI DPRD Anthony Winza Probowo denied his disapproval by filing an interruption.

"We firmly reject the accountability for the implementation of the 2021 APBD," said Anthony in a plenary meeting at the DKI Jakarta DPRD building, Tuesday, September 6.

Anthony views that the DPRD can refuse the P2APBD Raperda to be ratified into regional regulations. Because, according to Government Regulation Number 12 of 2019 concerning Regional Financial Management, the DPRD is allowed not to approve it. Thus, P2APBD is only ratified through the governor's regulation.

Anthony then explained the cause of his faction's rejection of this ratification. He said that there were many irregularities in the implementation of the 2021 budget which were also findings by the Supreme Audit Agency (BPK).

In addition, the DKI Provincial Government is not transparent in explaining the process of organizing Formula E, starting from expenses to profits obtained. Then, according to him, the realization of water infrastructure by the DKI Provincial Government did not reach the target.

Not to mention, regarding the lack of targets in the Rp0 DP housing program, the continuation of the Jakarta LRT route, to the construction of ITF.

When explaining this, an interruption emerged from a member of the Gerindra faction of the DKI DPRD, Inggad Joshua. Inggad asked Anthony to stop his statement. However, Anthony continued his interruption.

"If this dares to be stopped, it means that there has been a silence against the voices of the people. So, we firmly reject the responsibility for the implementation of the 2021 APBD. I have never interrupted. So, I don't think the PSI faction has been discriminated against," said Atony.

Inggad again proposed an interruption and was invited to speak by the chair of the meeting. Responding to Anthony's statement, Inggad emphasized that PSI was no longer able to convey the rejection of P2APBD because this evaluation had been carried out in previous DKI DPRD Commission meetings.

"The P2APBD has been discussed in the commissions. Please, we are one-on-one. We are no longer talking about the party. It's not that we want to silence, but how to express opinions. Here is not the place for campaigns against the party. So, don't keep taking initiatives outside of the provisions," said Inggad.

In addition, Deputy Chairperson of the DKI Jakarta DPRD, Misan Samsuri, as the chair of the meeting, ended the meeting by deciding to approve the 2021 P2APBD Raperda.

"With the approval of the draft regional regulation on P2APBD for the 2021 fiscal year as a regional regulation, the plenary regulation will be submitted to the Governor for follow-up in accordance with applicable laws and regulations," said Misan when chairing the plenary meeting.
