YOGYAKARTA - The Yogyakarta City Government has proposed a revision to the mayor's regulation on building construction rules which are considered to have loopholes in violation and can be exploited by irresponsible persons.

"We have submitted a request for a revision of the mayor's regulation to the Ministry of Home Affairs. There are several points that will be corrected," said Yogyakarta Acting Mayor Sumadi in Yogyakarta, Antara, Friday, August 26.

The request for a revision of the regulation is carried out in line with the request for revocation of the permit for the construction of the Royal Kedhaton Apartment which is still related to the corruption case of former Yogyakarta Mayor Haryadi Suyuti who is currently handling the Corruption Eradication Commission (KPK).

According to Sumadi, as the Acting Mayor of Yogyakarta, he cannot immediately revise or prepare new regulations without applying for a permit to the Ministry of Home Affairs.

"Therefore, we are requesting a revision and revocation of the permit to the Ministry of Home Affairs so that it can be followed up immediately," he said.

A number of points of the mayor's regulation related to building construction that will be revised include those related to development standard operating procedures (SOPs), which must pay attention to other technical rules.

"For example, environmental impact analysis, recommendations related to traffic to recommendations from certain institutions if the building is in a cultural heritage or cultural heritage area," he said.

With this revision, Sumadi hopes, there will be no violations related to the issuance of permits to the construction of buildings in the city of Yogyakarta.

In addition, the Yogyakarta City Government is also conducting an inventory related to building construction permits that have been issued to ensure that there is no storage or violation of provisions in the permit issuance process.

"Applications for permits must be scrutinized in detail to ensure that no rules are violated. Anyway, they must be really careful and according to the rules," he said.

Meanwhile, Chairman of Commission A of the Yogyakarta City DPRD Dwi Candra Putra said he supported the local government's steps to revise the licensing regulations or building construction regulations which were considered to have loopholes in violations.

"I think there are several regulations that are still overlapping. Of course, there needs to be revisions to ensure that there are no more potential violations," he said.

According to him, good regulations are one of the initial efforts to prevent potential violations because there are no loopholes that can be played with.

"I think prevention is more important than action. However, action must also be taken to provide a deterrent effect. If necessary, the Satpol PP budget for enforcing the rules can be increased," he added.
