Former DKI Highways Official Suspect Of Heavy Equipment Corruption Detained By Prosecutor

JAKARTA - The DKI Jakarta High Prosecutor's Office (Kejati) has arrested the former Head of the Technical Implementation Unit (UPT) for Equipment and Supplies (Alkal) of the DKI Bina Marga Agency with the initials HD related to the corruption case of heavy equipment supporting road repairs.

"We have detained the suspect in the alleged corruption case with the initials HD in that case and it is suspected that he caused state losses of Rp. 13,673,821,158," said Head of the Legal Information Section (Kasipenkum) of the Jakarta Attorney General's Office, Ashari Syam in a statement quoted by ANTARA, Thursday, 25 August.

HD's detention was based on the Detention Warrant of the Head of the DKI Jakarta High Prosecutor's Office Number Print-2199/M.1/Fd.1/08/2022 dated August 25, 2022.

The suspect HD, continued Ashari, is being held at the Salemba State Detention Center at the Attorney General's Office for the next 20 days.

"He was detained because he met the objective requirements, namely being threatened with imprisonment of more than five years and the subjective requirement was that it was feared that the suspect would escape, destroy evidence and repeat his actions again as stipulated in Article 21 of the Criminal Procedure Code," he said.

This case occurred in 2015. At that time, the Alkal UPT of the DKI Jakarta Provincial Highways Office carried out the procurement of 19 units of heavy equipment to support road repairs.

The supplier of the goods in the work is PT DMU based on the Goods Procurement Contract Number 30/-007.32 between the Alkal UPT of the DKI Jakarta Provincial Highways Office which was signed by suspect HD as a commitment officer (PPK) and suspect IM as Director of PT DMU with a contract value of Rp36, 1 billion.

Suspect HD, as PPK carried out the procurement of heavy equipment supporting road repairs through purchasing e-catalogs, did not make/set the estimated price of dendiri (HPS) but only made a budget plan (RAB) based on brochures and specifications from PT DMU.

"In fact, the RAB should be based on market survey prices," he said.

Suspect HD, then ordered the official receiving the results of the work (PPHP) to receive heavy equipment sent by PT DMU in the form of a road truck maintenance package (PMRT) and to sign the official report of receipt and inspection of the goods without carrying out a physical inspection of the goods submitted by PT. DMU.

"The heavy equipment sent by PT DMU does not meet the specifications contained in the contract," he said.
