JAKARTA - Edu Watch Indonesia (EWI) has revealed that it is suspected that DKI Jakarta Education Agency officials have made illegal levies (extortion) on individual work contract teachers (KKI) or honorariums.
In fact, EWI also said that the letter of appointment (SK) to the honorary teacher was genuine but fake (asphalt). In a sense, the contract recipient gets a decree but does not have a NIK KI by the ASN Disdik DKI.
"Based on reports of public complaints circulating around the City Hall that the KKI Teacher Decree, which is suspected of being asphalt, has existed since 2021 in the form of a decree for the appointment of KKI teachers but did not get a KI NIK, so they did not get the right to salary as KKI teachers should," said EWI Executive Director Annas Fitrah Akbar in his statement, Monday, August 22.
Annas alleged that the person suspected of committing extortion was previously the Head of the PTK Sub-District Education Section of East Jakarta City I with the initials RW. This person also issued a decree for the appointment of honorary teachers.
Allegedly, the DKI Disdik official was attracting extortion of Rp. 5 million to Rp. 35 million per person. Based on the data that Annas received, there were 70 recipients of the decree who had to pay this extortion.
"The method is that a decree is allegedly given as asphalt because it is not accompanied by the provision of a NIK KI. This is clearly subject to Article 368 regarding Extortion and Article 263 in conjunction with 264 of the Criminal Code concerning Counterfeit Letters," said Annas.
Annas also admitted that he was surprised because this incident is thought to have been taking place since 2021. Annas also regretted the attitude of the Head of the DKI Jakarta Education Office, Nahdiana, who tended not to give sanctions to these individuals.
Furthermore, Annas hopes that the Governor of DKI Jakarta Anies Baswedan and law enforcement officers will immediately investigate allegations of extortion and forgery of the KKI Teacher's Decree in the DKI Jakarta Disdik environment.
"Governor Anies and law enforcement officers must immediately investigate the matter, this is already a criminal case and tarnishes the credibility of the DKI Provincial Government if proven true," he said.
