Head Of Bogor PUPR Office Says Request For Money From BPK Unknown To Superiors

BANDUNG - Head of the Bogor Regency Public Works and Spatial Planning (PUPR) Office, Soebiantoro (Bibin) said that a number of PUPR employees had given money to BPK auditors without the knowledge of their superiors.

In the trial at the Corruption Court in Bandung, West Java, Bibin, who was presented as a witness, confirmed that the request for money from the BPK auditor to the DPUPR was never reported to him.

"The subordinates never reported it," Bibin told the panel of judges led by Hera Kartiningsih, as reported by ANTARA, Wednesday, August 10.

According to Bibin, when there is a request for money from the BPK, DPUPR employees should not have to fulfill the request.

If the BPK auditor finds that the payment for work does not match the price, according to Bibin, what needs to be done is to correct it by asking a third party to return the overpayment.

"That is the burden of the entrepreneur (if there is a return from the findings of the BPK). The burden of the service provider, not the burden of PUPR," he said.

Gantara Lenggana, who is also the Head of the DPUPR Division, gave testimony about the defendant Maulana Adam, the Secretary of the DPUPR, appeared to be under pressure when he instructed a number of his subordinates to collect money for the BPK auditor.

"He gathered us, as if there was a burden he was carrying. At that time the burden of asking for big money from the BPK, we consulted," he said.

Gantara admitted that he was forced to contribute three times with personal money with a nominal value of IDR 4 million each.

"I want to help because it is for togetherness. This is given to BPK. What is clear is the request from BPK. That is PUPR dues," explained Ganatra.

The same thing was also conveyed by Khairul Amarullah, Head of the DPUPR Bogor Regency, West Java. He said that the defendant Adam had ordered him to ask for money from one of the contractors because of the BPK's request.

"He (Adam) was asked by BPK. It was confusing at the time, basically there was a request. Finally, Mrs. Nani (the contractor) said that there was a request from BPK. Okay, she said," said Kahirul.

Another witness, Iwan Setiawan (staff at the Bogor Regency DPUPR) as a money collector said that his party gave the money to the defendant Rizki Taufik Hidayat as a commitment making official (PPK) at the Bogor Regency DPUPR.

From Rizki, it was handed over to the defendant Ihsan Ayatullah (Kasubid Kasda BPKAD) who was also often asked for money by the BPK auditor.

However, he said, Iwan admitted that he had been scolded by the defendant Adam because the money was too big. Because the BPK auditors often ask for money.

"Ihsan was distributed Rp. 35 million. Mr. Adam was angry. Why was he given Rp. 35 million? Because later there will be another request from the BPK. Mr. Adam is heavy. Because the reason is asking for more," said Iwan Setiawan.

When the judge asked for his response, the defendant Ihsan Ayatullah said that the money was given because of a request from BPK auditor Hendra Nur Rahmatullah Karwita, who is now a suspect.

"I need to say that what I conveyed to the SKPD was the BPK's request," said Ihsan.
