PADANG - The Regional Office of the Ministry of Law and Human Rights of West Sumatra (West Sumatra) annulled 23 Regional Regulations (Perda) in Solok Regency through the "Pilah Perda" program launched by the protection agency.
"Through the "Pilah Perda" program, we conducted an analysis and evaluation of 42 regional regulations in Solok Regency, as a result, 23 regional regulations were revoked or replaced with new regulations," said Head of the West Sumatra Ministry of Law and Human Rights Regional Office R Andika Dwi Prasetya, in Padang, reported by ANTARA, Monday, 8 August.
He said that dozens of regional regulations were annulled because they conflicted with higher regulations, or were outside the authority of local governments.
Dozens of regulations that were annulled included those related to mining, forestry, regional taxes and levies, regional financial management, and others.
"Regulations that go beyond that authority are like mining or forestry, because now forestry affairs are the authority of the provincial government, while mining is the authority of the central government," he explained.
Andika said the annulment of dozens of regional regulations in Solok had gone through a process of analysis, evaluation, discussion with the district government and local regional leaders.
"Against regional regulations that conflict with higher regulations or exceed their authority, they will be revoked or replaced with new regulations," he said.
Meanwhile, the Head of the Sub-Division of Facilitating the Formation of Regional Legal Products, Yeni Nel Ikhwan, explained that "Pilah Perda" is a program launched by the Ministry of Law and Human Rights to analyze regional regulations in districts or cities.
The program begins with collaboration between the local government and the West Sumatra Ministry of Law and Human Rights Regional Office in reviewing the regional regulations in the area concerned. Pilah Perda is an acronym for Inventory Assistance, Analysis, Evaluation, and Harmonization.
"After the collaboration is made, the regional government submits regulations that need to be analyzed and evaluated by the Legislative Design Team at the West Sumatra Ministry of Law and Human Rights," he said.
Nel said that the Legislative Design Team are employees who have been certified and passed the competency test, currently the West Sumatra Ministry of Law and Human Rights has 23 people.
