Makassar City Government Delays Disbursement Of TPP ASN Due To Low Budget Absorption

MAKASSAR - The Makassar City Government, South Sulawesi issued a circular (SE) regarding the postponement of the payment of additional employee income (TPP) for the state civil apparatus (ASN) because the budget absorption is still low.

Head of the Makassar Regional Planning and Development Agency (Bappeda) Helmy Budiman said the delay was due to low budget absorption until the second quarter of 2022.

"Until the second quarter of 2022, budget absorption is still very low and one of the requirements for disbursing the TPP is that the budget absorption is at least 40 percent," he said as quoted by ANTARA, Tuesday, July 26.

Helmy Budiman said that the postponement of the ASN TPP was effective from June 2022. The postponement of disbursement was confirmed by circular letter number 275.

He explained that the regulation follows developments and adjusts the realization of spending on the APBD and local revenue (PAD).

Helmy admitted that until now only three OPDs have met the requirements for disbursement of the TPP because the absorption of the budget has reached 40 percent, even more.

The three are the Office of Women's Empowerment and Child Protection (DPPPA), the Civil Service Police Unit (Satpol PP), and the Department of Population and Civil Registration (Disdukcapil).

According to Helmy, from the evaluation results that have been carried out, the average OPD budget absorption only focuses on operational expenditures, such as payment of salaries and TPP.

"In fact, it should emphasize that OPD immediately realizes capital expenditure because it is related to regional economic recovery and national economic recovery," he said.
