BANDA ACEH - Aceh's Gampong Community Empowerment Service (DPMG) stated that the three villages or gampongs in Indonesia's westernmost province could not disburse village funds, because they were not populated and the village was on land with a Hak Guna Usaha (HGU).

Head of DPMG Aceh Zulkifli said the three villages include Alur Jambu Plantation Village in Aceh Tamiang District, Pulo Bunta Village in Aceh Besar District and Batu Jaya Village in West Aceh District.

"Those three villages are already permanent, the village funds cannot be disbursed, if they are disbursed it will be a problem," said Zulkifli in Banda Aceh, as reported by ANTARA, Thursday, July 21.

He explained that administratively the village is still legally registered as a village in Aceh, so the central government still allocates village funds every year.

But now, he said, the real conditions on the ground are that the villages are no longer inhabited by the village administration, because the people in the village have moved to nearby villages.

Like Batu Jaya Village, said Zulkifli, there are absolutely no residents, so the budgeted village funds cannot be disbursed.

Likewise Bunta Island Village, the residents moved to the mainland so that on the island only plantation land remained. Meanwhile, the Alur Jambu Plantation Village still has residents, but the village is located on the company's Land Use Rights (HGU).

"Because it is in the HGU, the village funds cannot be executed, such as wanting to make ditches, roads or anything like that, because it is on other people's land," he said.

As a result, said Zulkifli, Aceh is not able to make 100 percent disbursement of village funds every year, because it is hindered by the three villages which are permanently unable to disburse funds.

Therefore, the Aceh DPMG encourages the District Governments of Aceh Tamiang, Aceh Besar and Aceh Barat to propose the abolition of the village, with the hope that the village budget from that village can be transferred to another village.

"Once it is removed from the name of the village, the (village funds) are no longer allocated to it, only the residents, such as the Alur Jambu Plantation Village, enter the Alur Jambu Village which is outside the plantation, that's the solution we offer," he said.

The village deletion process takes a long time. This effort must begin with a proposal from the district as the owner of the territory.

"Like Batu Jaya, our team has gone down and recommended to delete the village, it's a long process to get to the ministry," said Zulkifli.
