BOGOR - Implementing task (Plt) Bogor Regent Iwan Setiawan asked all regional apparatus of the Bogor Regency Government, West Java, not to hesitate to carry out the programs listed in the 2022 APBD.

"I have instructed all SKPD (regional work units) not to be afraid. As long as we are right, carry out all programs according to applicable regulations, there is no need to be afraid. Don't have any trauma," he said in Bogor, Monday.

Do not let the program that has been set seems to have stopped because regional officials are afraid to take steps after the determination of a number of Bogor Regency Government officials in the bribery case of the Supreme Audit Agency (BPK). Including the name of Ade Yasin who served as Regent of Bogor.

Iwan focuses on five devices that have a fairly large budget allocation, but tend to be slow in implementing and using their budget.

Such as the Public Works and Spatial Planning Service (PUPR), the Housing and Settlement Areas Office (DPKPP), the Education Office (Disdik), the Health Office (Dinkes) and the Environment Service (DLH).

"The five agencies have several activities for the procurement of goods and services and the budget is quite large. Thank God most of them have been auctioned off. What I'm worried about is that they have activities but they don't want to be auctioned off because they are afraid or anxious. I have emphasized that they should not be afraid," said Ivan.

The Gerindra Party politician also reminded the Commitment Making Officers (PPK) in each regional apparatus to refuse to be intervened by anyone, whether in work, the tender process or other things that interfere with activities.

"Don't want to be intervened. If we are right, don't be afraid. God willing, entering the second semester of 2022, we have many activities running in the field. I will also increase the supervision during implementation in the field," he said.

Until the end of the first semester, the Bogor Regency Government recorded that it had only realized about 40 percent of the regional expenditure target set at Rp7.776 trillion in the 2022 APBD.

This amount is accumulated from personnel expenditure of about 28 percent. Meanwhile, the absorption of capital expenditures, as well as expenditures for goods and services which become development instruments, is only about 12 percent.

Previously, the Head of the Bogor Regency Financial and Asset Management Agency (BPKAD), Teuku Mulya explained that the low budget absorption in the Bogor Regency APBD in mid-2022 was caused by several factors. One of them is because there are a number of infrastructure development projects that have not been carried out.

According to him, the biggest contribution from the low realization of spending is on infrastructure spending. The project is in the Office of Public Works and Spatial Planning (DPUPR) and the Department of Housing, Population and Land Areas (DPKPP).

"The point is that (working on) infrastructure, PUPR, DPKPP. But DPKPP is more progressive because it's not just infrastructure, there are many other procurement programs," he said.

Teuku said that the low realization of infrastructure spending was because there were still many activity packages whose tender process was in progress. Meanwhile, according to him, tender matters are related to agencies as budget users.
