DPRD Surprised That Holywings Permit Violation Has Just Been Revealed, Anies' Men: Operational Permit Issued By BKPM

JAKARTA - Commission B of the DKI Jakarta DPRD is questioning the ranks of the DKI Jakarta Provincial Government regarding the violation of the Holywings business license which was only revealed after a scene of an alcohol promotion case for people named Muhammad and Maria.

In a working meeting that brought together the ranks of the DKI Provincial Government and the management of Holywings, the DPRD admitted that they were surprised that Holwyings could operate by serving alcoholic beverages on the premises even though they did not have a bar business certificate.

"The problem is, the provincial government gives a permit, a drink permit cannot be given on the spot, but the provincial government gives a business license," said DKI Jakarta DPRD Commission B Member Gilbert Simanjuntak, Wednesday, June 29.

In response to the statement, the Head of the DKI Jakarta One Stop Service and Investment Service (DPMPTSP) Benni Aguscandra explained that the Holywings operational permit was issued by the central government, namely the Ministry of Investment/Investment Coordination Agency (BKPM).

According to Benni, Holywings submitted this permit to BKPM through the online single submission (OSS) system. Meanwhile, the PMPTSP Service only issues a Function-worthy Certificate (SLF) and a Building Permit (IMB) for Holywings.

"The permit was never issued by the DPMPTSP, the permit was issued by the BKPM, by the center," said Benni.

Meanwhile, the Head of the DKI Jakarta Department of Industry, Trade, Cooperatives and SMEs (PPKUKM), Elisabeth Ratu Rante Allo, said that permits for Retailer Certificates (SKP) and Direct Seller Certificates (SKPL) must go through the DKI Provincial Government verification process.

However, the process of issuing verification of SKP and SKPL can only be done if there is a proposal from Holywings. Ratu emphasized that the PPKUKM Service had never received the request for verification from Holywings.

"That it is true that for SKP and SKPL permits, the correct procedure must be through PPKUKM verification. All of these Holywings permits, I don't know how they play the system so that they don't pass to us but are issued," said Ratu.

For information, the Governor of DKI Jakarta Anies Baswedan on Monday 27 June 2022 issued a decision to close and revoke Holywings' operational permit in Jakarta through the DKI Jakarta Provincial Investment and One Stop Integrated Service (DPMPTSP). In total there were 12 outlets that had to be closed, although not all of them carried out the controversial alcohol promotion.

The revocation of the permit was based on the recommendation of the DKI Jakarta Tourism and Creative Economy Office (Disparekraf) and the DKI Jakarta Department of Industry, Trade, Cooperatives and SMEs (DPPKUKM).

Interestingly, the closure of Holywings was not based on the controversy over the viral promotion of alcohol or accusations of religious harassment, but on the issue of licensing violations. Holywings is said to have not met the Indonesian Standard Classification of Business Fields (KBLI).

KBLI is a classification compiled by the Central Statistics Agency (BPS), with the aim of classifying Indonesia's economic activities that produce products, both in the form of services and goods based on the field of business. and snacks at the place of business.

It is stated that Holywings only has a KBLI 47221 certificate. This certification is valid for the sale of alcoholic beverages by take away, or taking them home instead of being consumed on the spot.

"Meanwhile, the results of field supervision show that Holywings Group's business is selling alcoholic beverages for drinking in places that legally should have a Direct Sales Certificate (SKPL) class B and C with PB-UMKU KBLI 56301. Of the seven outlets, they have a KBLI Retailer Certificate. 47221, even the other five outlets do not have the letter,” said the Head of DKI Jakarta DPPKUKM, Elisabeth Ratu Rante Allo.
