JAKARTA - The physical Special Allocation Fund (DAK) for the education sector in 2023 is planned to include the revitalization of infrastructure and the construction of new schools to support increased student participation and inclusive quality learning.

The Governor of North Kalimantan, Zainal A Paliwang, requested that the use of DAK be managed optimally. One of them is an effort to improve educational facilities and infrastructure in this youngest province.

By its authority, DAK 2023 by the Provincial Government of North Kalimantan is proposed for the construction of new educational units for Senior High Schools (SMA), Vocational High Schools (SMK), and Special Schools (SLB).

"So based on the report from the North Kalimantan Education and Culture Office (Disdikbud) until June 18, 2022, we (the provincial government) have input a total of 926 proposals, with a budget ceiling of IDR 588.7 billion", said the Governor of North Kalimantan, Monday, June 20.

Head of the North Kalimantan Education and Culture Agency (Disdikbud) Teguh Henri Susanto, M.Pd revealed that the availability of the DAK-Physical 2023 budget is estimated to decrease by 17 percent or around IDR 10.4 trillion compared to the 2022 DAK.

He said the decline in the value of DAK 2023 caused future DAK management to be carried out optimally and focus on sharpening. According to him, this is so that the DAK 2023 allocation can be more significant and gradually complete the target.

"According to the direction of the DAK-Physical 2023 policy, DAK 2023 is focused on sharpening. Among them are development priority locations based on the suitability of national priorities and national major projects, issues, target stages to be completed, and priority areas", said Teguh.

Teguh explained that specifically in the field of education, proposals were made through a menu of proposals based on references. Where local officials can only choose references including procurement methods, villages, geotagging, and proposed supporting files.

Meanwhile, the locus, volume, and unit cost have been determined by the Ministry/Agency based on DAPODIK data to support the principle of completeness.

"So the total provisional proposal is IDR 588.4 billion. The details are SMA (senior high School) IDR 333.4 billion, SMK (vocational high School) IDR 219.1 billion, and SLB (extraordinary School) IDR 36.2 billion", he explained.

Teguh also said that the proposal for the education sector in North Kalimantan Province would still go through a verification and validation process. "So there are two stages, carried out by the Ministry/Agency. That is, first, verification based on the initial proposal in synchronization and harmonization, then verification of the final proposal in determining the RK of Activities", he explained.
