JAKARTA - The inactive Langkat Regent Publishing a War Plan for Wind was charged with accepting bribes of Rp. 572 million from entrepreneurs related to work packages at the Public Works and Spatial Planning (PUPR) Office and the Langkat Regency Education Office in 2021.

"Defendant I published the Warin Angin Plan as the Regent of Langkat 2019-2024 and defendant II Iskandar Warin Angin together with Marcos Surya Abdi, Shuhanda Citra and Isfi Syahfitra received cash in the amount of Rp. work at the Public Works and Spatial Planning Service (PUPR) and the Langkat Education Office for the 2021 fiscal year to the Muara Warin Angin company," said KPK Public Prosecutor (JPU) Zainal Abidin at the Jakarta Corruption Court (Tipikor), as reported by Antara, Monday, 13 June.

Muara Warin Angin is known to be a contractor in the Langkat district and owns CV Nizhami, CV Sasaki and other companies used by Muara Warin Angin to win the tender.

That is by arranging the tender/procurement process in the Goods and Services Procurement Work Unit (UKPBJ) of the Regional Secretariat (Setda) of Langkat Regency.

Terbit Plan Warin Angin is the 3rd child of 6 siblings. He has a brother named Iskandar Warin Angin who serves as the Head of Raja Tengah Village, Kuala sub-district, Langkat Regency and is often referred to as "Pak Kades".

Terbit as the Regent of Langkat has trusted people, namely Iskandar Warin Angin, Marcos Surya Abdi, Shuhanda Citra and Isfi Syahfitra, commonly known as the "Kuala Group" to arrange tenders for the procurement of goods and services in Langkat Regency.

The Kuala Group has the task of lobbying by requesting a list of work packages for each agency in the Langkat district to be submitted to Iskandar.

Furthermore, based on Iskandar's direction, a "commitment fee" was determined from each company for publication because the company had already received a work package.

In August 2021, Plt Kadis PUPR Langkat Regency Sujarno and Head of Highways of the PUPR Service Lorensius Situmorang met Iskandar with Marcos Surya Abdi and Shuhanda Citra. At that meeting Iskandar ordered Sujarno to prepare a work package document at the PUPR Service to be sent to the Working Unit for the Procurement of Goods/Services (UKPBJ) of the Langkat Regency Secretariat.

Meanwhile, regarding the implementation of work, administrative documents and other matters related to work at the PUPR Service, please coordinate with Marcos Surya Abdi. Next, Marcos, Shuhanda and Isfi introduced themselves to the PUPR office as confidants of Terbit Angin Angin Plan and Iskandar who would arrange the tender.

In September 2021, the PUPR Service submitted a tender proposal for the procurement of work packages to UKPBJ as many as 65 packages using the pure APBD.

On September 24, 2021, the Head of the UKPBJ Goods and Services Procurement Subdivision Yoki Eka Prianto said that Marcos and Shuhanda had sent a "bride list" which contained a list of work packages at the Langkat Regency PUPR Office and the budget ceiling as well as the names of companies that would work on the package, the determination of which was made The "Palace Representative" is Iskandar Warin Angin.

Yoki Eka gave the "Bride List" to the ULP Working Group as a reference in winning the company that Iskandar had determined.

On October 4, 2021, Sujarno and the Head of the Goods/Services Procurement Unit (UKPBJ) Suhardi met Terbit Plan at a private house. During the meeting, Iskandar ordered to replace staff at UKPBJ Langkat district, namely Yoki Eka Prianto to Wahyu Budiman because Yoki was considered disloyal and not solid at the ULP Pokja because he did not win 7 of the 65 procurement packages that had to be won by the companies that Iskandar had determined. .

Iskandar also ordered Lorensius Situmorang to be replaced by Deni Turio as Head of Highways at the PUPR Service and asked Sujarno and Suhardi to coordinate with Marcos regarding the implementation of the work package tender.

Deni Turio was then appointed as Head of Highways of Langkat Regency on November 4, 2021. Meanwhile, Wahyu Budiman was appointed as Acting Head of Subsection for Goods and Services Management for the Langkat section of PBJ on November 24, 2021 and was asked to coordinate with the "Kuala group" in the implementation of the tender.

In November 2021 at the Langkat PUPR office, Marcos and Shuhanda met with Deni Turio to submit a "Bride List" containing 109 work packages at the Langkat PUPR service that had been submitted to SIRUP.

The ULP Pokja team, assisted by Shuhanda and Syahfitra, then prepared all the technical administrative requirements and qualifications as well as the bid price for the company that was determined by Iskandar so that all "Kuala Group companies" received high ratings and even companies outside the "Kuala Group" did not come during the re-verification process.

The company "Kuala Group" has an obligation to provide a commitment fee of 16.5 percent of the total value of the work package after deducting tax of 11.5 percent to Terbit Plan Warin Angin.

In 2021, Muara Warin Angin received a work package for direct appointment at the PUPR Service, namely a hotmix work package worth Rp. 2.867 billion; work packages for direct appointments, namely embankment rehabilitation, construction of fences and guard posts, construction of ring roads worth Rp971 million; as well as a direct appointment work package, namely the construction of SMPN 5 Stabat and SMP Hangtuah Stabat worth Rp.940.558 million.

On January 17, 2022, Muara met with Marcos and Isfi to ask for a reduction in the commitment fee to 15.5 percent and was approved by Iskandar so that the total that Muara had to submit was Rp572,221,414 and rounded up to Rp572 million.

On the same day, Isfi and Shuanda handed over Rp572 million to Marcos at Dylan's Coffee in Binjai City to be given to Terbit Plan through Iskandar and they were secured by KPK officers and evidence of money.

For their actions, Published Plans and Iskandar are threatened with criminal sanctions under Article 12 letter b or Article 11 of Law No. 31 of 1999 as amended by Law No. 20 of 2001 concerning the Eradication of Corruption Crimes jo Padal 55 paragraph 1 1 with a minimum imprisonment of 4 years and maximum for life and a minimum fine of IDR 200 million and a maximum of IDR 1 billion.

It was also known that the Wind War Plan was published as a suspect in the human cage case. Komnas HAM and LPSK suspect that Terbit has practiced torture and slavery.
