Jokowi Requests Land Certificate Issuance Can Be Completed In Hours

JAKARTA - President Joko Widodo asked for an application system that could simplify and speed up the issuance of land certificates, even in a matter of hours. This was conveyed by the President when giving a speech at the 2022 Agrarian Reform Task Force (GTRA Summit) Summit in Wakatobi, Southeast Sulawesi.

"In the era of technology like this, we still use manuals, we are really happy. Build an application system. Build a 'platform'. It's very easy. We 'can't', call smart young people. How to make this platform so that the solution The certificate can be completed in a matter of not days, but hours," said President Joko Widodo (Jokowi) as witnessed virtually on the Presidential Secretariat's YouTube account, Thursday (9/6/2022).

The President emphasized that in agrarian reform, the completion of land certificates must be supported by the synergy of all government institutions, both the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency and other ministries, to the provincial/district/city governments.

Therefore, the President reminded that the issue of spatial planning can no longer be tolerated because of the ego-sectoral inter-institutional. Through the one map policy or geospatial information policy, the President wants all ministries/agencies to support the acceleration of agrarian reform.

"This is the time for us to destroy this forum which is called a sectoral wall in agrarian reform. We know the one map policy. Everyone must follow this. If we have one map, this is good," said Jokowi.

Since 2015, the government under the leadership of President Joko Widodo has continued to accelerate agrarian reform by increasing the issuance of certificates. At that time, only 46 million land certificates were issued by the Ministry of ATR/BPN out of 126 million certificates.

This means that around 80 million people occupy the land, but do not have legal rights to land through ownership of certificates. In addition, the issuance of land certificates is still around 500 thousand land parcels per year.

Then, the President ordered the Minister of ATR/Head of BPN Sofyan Djalil to target land certification through the Complete Systematic Land Registration Program (PTSL) in stages starting from 5 million, then 7 million, and finally 9 million land parcels.

"I checked, it's done. It means we can do it, we can do it, but we never do it. Jumping from 500 thousand to 9 million a year in fact we can. So now from 46 million, it has increased to 80.6 million certificates of ownership, " said the President.
