SULUT - The North Sulawesi High Prosecutor's Office (North Sulawesi) received the delegation of three suspects and evidence of a corruption case in funds handling the economic impact of COVID-19 at the Regional Secretariat and the Food Service of the North Minahasa Regency for Fiscal Year 2020 from the local Police.

"The three suspects are JNM, NMO who are ASN, and SE are self-employed," said Head of the North Sulawesi Prosecutor's Office, Edy Birton, through the Head of Criminal Justice Section Theodorus Rucapak in Manado, quoted from Antara, Tuesday, May 24.

The suspects are suspected of violating Article 2 paragraph (1), and/or Article 3 in conjunction with Article 18 of Law Number 31 of 1999 concerning the Eradication of Criminal Acts of Corruption as amended and supplemented by Law Number 20 of 2001 concerning Amendments to Law Number 31 1999 concerning Eradication of Criminal Acts of Corruption in conjunction with Article 55 paragraph (1) of the 1st Criminal Code.

The case of alleged corruption cases committed by suspects JNM, MMO and suspect SE began in Fiscal Year 2020 The North Minahasa Regency Government allocated a budget sourced from the Regional Budget related to handling the COVID-19 pandemic to several OPDs, which included the Food Service and Secretariat. Area.

The budget was managed by suspect JNM as KPA/PPK Food Service with a budget of Rp. 62.750 billion and suspect MMO (each in a separate case file) as KPA at the Regional Secretariat of North Minahasa Regency with a budget of Rp. 4.987 billion so that the total budget for the two OPDs amounted to Rp67.737 billion.

The procurement process of the two OPDs only uses the same company called CV DEWI with the Director of the Company being the suspect SE (in separate case files). The company was only borrowed with a fee commitment between suspect SE and suspect JNM, then the disbursement of the funds was managed by suspect JNM as the Head of the Food Service and suspect SE as Director of CV Dewi was only given a fee by suspect JNM.

The procurement and distribution of food materials in handling the COVID pandemic in North Minahasa Regency is not in accordance with the Goods Requirement Plan (RKB) and order notes so that there are allegations of unlawful acts and or abuse of authority by the three suspects.

Based on the results of the audit of the calculation of state financial losses by the BPKP Representative of North Sulawesi Province, the handling of the COVID-19 pandemic at the Food Service and the Regional Secretariat of the Minut Regency Government for FY 2020 has caused state financial losses of around Rp. 61,021. billion.

For this action, the suspect was detained for 20 days starting from May 24, 2022 to June 12, 2022 at the North Sulawesi Police Detention Center, based on a Detention Order signed by the Head of the North Minahasa District Attorney John Priyadi Number: PRINT - 437/P.1.18.Fd.2 /05/2022 dated 24 May 2022 on behalf of the suspect JNM.
