Allegedly Loss To The State Of Up To IDR 224 Billion, KPK Detains Irfan Kurnia Saleh In The AW-101 Helicopter Corruption Case

JAKARTA - The Corruption Eradication Commission (KPK) has arrested a suspect in the alleged corruption in the procurement of the AW-101 helicopter, Irfan Kurnia Saleh, alias Jhon Irfan Kenway. The director of PT Diratama Jaya Mandiri and the controller of PT Karsa Cipta Gemilang were detained for the next 20 days.

"The investigative team made a coercive effort against IKS (Irfan Kurnia Saleh) in the form of detention for 20 days starting from May 24 to June 12 at the KPK Detention Center at the Red and White Building," said KPK Chairman Firli Bahuri at a press conference at the KPK Red and White Building, Kuningan Persada. , South Jakarta, Tuesday, May 24.

He was detained after previously being questioned as a suspect. In this case, 30 witnesses have been questioned.

Furthermore, Firli said that this case began in 2015 when Irfan and Lorenzo Pariani, who is an employee of the Agusta Westland company, met with Mohammad Syafei, who at that time served as Assistant for Planning and Budgeting for the Indonesian Air Force. The meeting was held in the Cilangkap area, East Jakarta.

From the meeting, it was finally discussed about the implementation of the procurement of the AW-101 VIP or VVIP TNI AU helicopters.

As an agent, Irfan then gave a proposal by including the price of one helicopter unit reaching 56.4 million US dollars. "Where the purchase price agreed by IKS with the AW for one AW-101 helicopter is only US$39.3 million, equivalent to Rp. 514.5 billion," Firli explained.

Then, at the end of 2015, the procurement committee summoned Irfan and directly appointed his company as the winner of the project. However, this was delayed due to the government's directive to delay the procurement due to unfavorable economic conditions.

Only in 2016, the helicopter procurement was continued with a contract value of IDR 738.9 billion using the auction method through a special election which was only participated by two companies.

"In this auction stage, the auction committee is suspected of still involving and entrusting IKS in calculating the HPS (Self Estimated Price) value of the work contract," said Firli.

Furthermore, Firli said, Irfan was actively communicating and having special discussions with the official commitment maker (PPK) named Fachri Adamy. Later, he was also suspected of setting up two of his own companies which were later approved.

Not only that, allegations of fraud also arose because Irfan received a payment of 100 percent of the contract value. In fact, there are several types of work that do not match specifications.

"Among them, the cargo door is not installed and the number of seats is different," Firli explained.

As a result of his actions, Irfan is suspected of causing state financial losses of around Rp. 224 billion from the contract value of Rp. 738.9 billion. He is suspected of violating Article 2 paragraph 1 or Article 3 of the Corruption Eradication Law (UU Tipikor) in conjunction with Article 55 paragraph 1 1 of the Criminal Code.
