Confidant Publishes Plan Claiming To Have 'Bride List,' His Duty To Share Projects To Companies In Langkat

JAKARTA - Witness for the defendant Muara Warin Angin, Isfi Syafitra, admitted that he participated in making the 'bride list', containing the distribution of companies working on projects in Langkat Regency, North Sumatra.

"I'll just match the list of brides and grooms with their jobs. I will decide what company, what project," said Isfi at the Jakarta Corruption Court (Tipikor), as reported by Antara, Monday, May 23.

In the indictment, Isfi is referred to as a member of the Kuala Group. Meanwhile, Muara Warin Angin, as the Director of CV Nizhami, was charged with bribing the inactive Regent of Langkat to issue a Warin Angin Plan amounting to Rp.572 million, in working on a work package at the Public Works and Spatial Planning Service (PUPR) and the Langkat District Education Office in 2021.

In the indictment, the publication of the Peraingin Angin Plan as the Regent of Langkat is said to have a number of trusted people, including Iskandar Warin Angin, Marcos Surya Abdi, Shuhanda Citra, and Isfi Syahfitra. Terbit's confidants are commonly known as the Kuala Group to arrange tenders for the procurement of goods and services in Langkat Regency.

Isfi himself is the Deputy Treasurer at the Branch Management Agency (BPC) of the Indonesian National Construction Implementing Association (Gapensi) Langkat, while Muara is the Chairman of the BPC Gapensi Langkat.

The list of brides in the indictment contains a record of the work package at the PUPR Office of Langkat Regency, the budget ceiling, as well as the names of the companies that will work on the work package.

The determination of the list of companies that will work on the package is carried out by "Palace Representatives", namely Iskandar Warin Angin as the elder brother and confidant of the Published Warring Angin Plan.

"The list of brides was approved by the ULP (Procurement Service Unit), because there was a previous agreement. I just need to upload the documents," said Isfi.

Isfi admitted that he used to take care of projects at the Public Works Agency, the Housing and Settlement Area (Perkim) and the Langkat District Education Office.

"About 30-40 percent of the company's documents I take care of, because the company asked me for help. So in Gapensi there were several companies, then Mr. Marcos came to rent a company; because the owner of the company was in Gapensi, so I worked on the documents, including documents Mr Muara's company," added Isfi.

According to him, Marcos Surya Abdi is Iskandar's confidant who takes care of various financial matters.

"I just took the money because Mr. Marcos told me to take the money. Every job that can be a project must give a fee to Mr. Marcos," he added.

For this task, Isfi claimed to be rewarded for each of his services in managing documents.

"I only get Rp. 1 million per job, but this year there is none," he said.

Meanwhile, the Public Prosecutor (JPU) of the Corruption Eradication Commission (KPK) stated that in the investigation report (BAP) Isfi admitted that he received IDR 5 million while working on documents in 2019, while in 2020 he claimed to have received IDR 10 million while working on documents.

"In the BAP, you said 'I helped manage the process from the tender to the disbursement process for Marcos. From the management, I received a fee from Marcos of Rp. 2 million to Rp. 3 million from Marcos'. Is this true?" asked the Public Prosecutor of the KPK Zainal.

"That's right, but there are bosses too; but for uploading documents, it's only Rp. 1 million," Isfi replied.

"But, Brother, apart from Marcos, can also from contractors?" asked the Prosecutor Zainal again.

"Yes, it can be from two parties," replied Isfi.

In the indictment, Muara Warin Angin is said to have received a direct appointment work package at the PUPR Service, namely in the form of a hotmix work package worth Rp. 2.867 billion; direct appointment work packages in the form of embankment rehabilitation, construction of fences, and guard posts; ring road construction worth Rp971 million; as well as a direct appointment work package in the form of the construction of SMPN 5 Stabat and SMP Hangtuah Stabat worth Rp.940.558 million.

On January 17, 2022, Muara met with Marcos and Isfi to ask for a reduction in the commitment fee to 15.5% and it was approved by Iskandar, so that the total that Muara had to submit was Rp572,221,414 and rounded up to Rp572 million.

On January 18, 2022, Muara handed over Rp572 million in black plastic wrapped in black plastic to Isfi Syahfitra. On the same day, Isfi and Shuanda handed over Rp.572 million to Marcos to be given to the Publishing Plan for Warring Angin through Iskandar. They were detained by KPK officers along with evidence of money.
