Capital Absorption Of BUMD DKI Is Slow, DPRD: Too Confident When Requesting PMD

JAKARTA - Commission B of the DKI Jakarta DPRD criticized the weak absorption of regional capital participation (PMD) of a number of DKI Regional-Owned Enterprises (BUMD). This can be seen from the statement of accountability report (LKPJ) for the use of the 2021 APBD.

Secretary of Commission B DPRD DKI Pandapotan Sinaga warned several BUMDs to immediately increase the realization of PMD absorption.

“Not when the PMD request process insists, but when it is given it is not realized. Next, we will oversee it, if we have given it, it must be realized immediately," said Pandapotan in his statement, Thursday, April 14.

Based on the LKPJ for the use of the 2021 APBD, there are seven BUMDs that record absorption below 70 percent.

The details, namely Perumda Water Drinking (PAM) Jaya absorbs PMD 10.36 percent, Perumda Pembangunan Sarana Jaya absorbs 27 percent, Perumda Pasar Jaya absorbs 35 percent, and PT Jakarta Propertindo (Jakpro) 61 percent.

Meanwhile, PT Jakarta Tourisindo (JakTour), PT Food Station Tjipinang Jaya, and Perumda PAL Jaya were strongly criticized by the DPRD because the absorption of PMD was still 0 percent. Only PT MRT Jakarta and PT Transjakarta recorded optimization of APBD absorption.

Pandapotan regrets this condition. In fact, according to him, many assignments given to BUMD by the DKI Provincial Government are aimed at improving the welfare of the people of Jakarta.

"Therefore, we will tighten the provision of PMD in the future. If it is not able to execute immediately, then we will not give it," said Pandapotan.

Based on the information of each BUMD, PT Jaktour's PMD has not been absorbed at all because there are activities that were forced not to be carried out, namely the revitalization of a number of government-owned hotels. Currently, revitalization cannot be carried out because it is a place for COVID-19 isolation.

Meanwhile, PT Food Station reasoned that it had not absorbed PMD because it had to wait for the general meeting of shareholders (GMS).
