"Palace Representative" Password Revealed In Langkat Regent Bribery Case, Wind War Plan Is Issued

JAKARTA - The KPK Public Prosecutor (JPU) revealed the use of the code "Palace Representative" in the process of giving bribes to the inactive Regent of Langkat, North Sumatra, the Warring Angin Plan was published.

"On September 24, 2021, the Head of the UKPBJ Goods and Services Procurement Subdivision Yoki Eka Prianto conveyed that Marcos Surya Abdi and Shuhanda Citra had sent a 'bride list', which contained a list of work packages at the Langkat Regency PUPR Service, the budget ceiling, and the name of the company that will work on the package. The determination is made by the 'Palace Representative', namely Iskandar Warin Angin," said KPK Public Prosecutor (JPU) Zainal Abidin at the Jakarta Corruption Crime Court (Tipikor), reported by Antara, Wednesday, April 6.

This was revealed in the indictment for Muara Warin Angin as an entrepreneur and Director of CV Nizhami who was charged with bribing the Published Warin Angin Plan for Rp.572 million because he received a work package at the Public Works and Spatial Planning Service (PUPR) and the Langkat District Education Office in 2021.

Iskandar Warin Angin is known to be the older brother of Terbit Plan Warin Angin. Iskandar is also the Head of Raja Tengah Village, Kuala District, Langkat Regency and is often referred to as "Pak Kades".

In the indictment, it was stated that Terbit as the Regent of Langkat had trusted people, namely Iskandar Warin Angin, Marcos Surya Abdi, Shuhanda Citra, and Isfi Syahfitra, commonly known as the "Kuala Group" to arrange the tender for the procurement of goods and services in Langkat Regency.

The Kuala Group has the task of lobbying by requesting a list of work packages for each department in Langkat Regency to be submitted to Iskandar.

Furthermore, based on Iskandar's direction, a "commitment fee" was determined from each company for publication because the company had already received a work package.

The company "Kuala Group" has an obligation to provide a "commitment fee" of 16.5 percent of the total value of the work package after deducting tax of 11.5 percent to Terbit Plan Warin Angin.

"If the deposit is given less than 16.5 percent, Terbit will be angry and the company will not get another work package. Then for the PUPR Service, it is promised to get a deposit of 0.5 percent for the Head of the PUPR Service and the Budget User Authority (KPA) and an amount of Rp. 1 percent for the Commitment Making Officer (PPK)," added the prosecutor.

In 2021, Muara Warin Angin received a work package for direct appointment at the PUPR Service, namely a hotmix work package worth Rp. 2.867 billion; direct appointment work packages, namely embankment rehabilitation, construction of fences and guard posts, construction of ring roads worth Rp971 million; as well as a direct appointment work package for the construction of SMPN 5 Stabat and SMP Hangtuah Stabat worth Rp940.558 million.

On January 17, 2022, Muara met with Marcos and Isfi to ask for a reduction in the commitment fee to 15.5 percent and Iskandar agreed so that the total that must be submitted by Muara is Rp.572,221,414 and rounded up to Rp.572 million.

Muara handed over Rp572 million on January 18, 2022, which was wrapped in black plastic to Isfi Syahfitra. On the same day, Isfi and Shuanda handed over Rp572 million to Marcos to be given to Terbit Plan through Iskandar and they were secured by KPK officers along with evidence of money.

For his actions, Muara was threatened with imprisonment under Article 5 paragraph 1 letter b or Article 13 of Law no. 31 of 1999 as amended by Law no. 20 of 2001 concerning the Eradication of Criminal Acts of Corruption with a minimum penalty of 1 year and a maximum of 5 years and a minimum fine of IDR 50 million and a maximum of IDR 250 million.

It is known that the Wind War Plan was published as a suspect in the human cage case. Komnas HAM and LPSK suspect that Terbit has practiced torture and slavery.
