JAKARTA - Senior Independent Expert on Legal, Human Rights, and Gender and founder of the Women's Institute Valentina Sagala asked the DPR to avoid fines for perpetrators of sexual violence in the Draft Law on Criminal Acts of Sexual Violence (RUU TPKS).

"Is the state willing to accept money because five million women were raped and the state received money? That's philosophically inappropriate," said Valentina, quoted by Antara, Sunday, January 30.

He made this statement when giving a presentation at a national seminar entitled "Immediately! Validate the TPKS Bill" which was broadcast on the Central Jakarta Catholic Youth YouTube channel.

Valentina also hopes that lecturers from various Law Faculties will also fight for lawmakers to sort out which criminal acts are ethical to be sanctioned in the form of fines, and what crimes are not.

"The difference between fines and restitution is clear, yes. Fines are the money that goes to the state, while restitution is for victims by perpetrators. Compensation is given by the state to victims," he explained.

For cases related to sexual slavery or sexual torture, compensation for victims is worth fighting for. Then, regarding the rape case, it would be better if the perpetrator was given the obligation to give restitution, not a fine.

"If people are raped, does the state receive money for the rape? It's not right. These are some things that are rarely criticized," said Valentina.
