Anies Still Bans Passenger Transport Ojek, Does Not Follow Permenhub
JAKARTA - DKI Jakarta Governor Anies Baswedan continues to prohibit motorcycle taxis, both online and base motorbikes, from carrying passengers in Jakarta during the Large-Scale Social Restrictions (PSBB) period. This is to prevent transmission of COVID-19.
Anies does not want to change the Governor Regulation (Pergub) Number 33 of 2020 which regulates the implementation of the PSBB, even though the Acting Minister of Transportation Luhut Pandjaitan has issued a Minister of Transportation Regulation Number 18 of 2020 which allows motorcycle taxis to carry passengers.
"We will continue that two-wheeled motorized vehicles can transport goods by application, but not passengers because of the high potential for transmission," said Anies at the City Hall of DKI, Central Jakarta, Monday, April 13.
According to Anies, the Pergub regarding motorcycle taxis or business activities of two-wheeled motorized vehicles still refers to the Minister of Health Regulation (Permenkes) Number 9 of 2020 as a guideline for implementing the PSBB for all regions in Indonesia.
Even though, before implementing the PSBB, Anies had asked the Minister of Health to grant his wish to allow motorcycle taxis to carry passengers. However, this was rejected because it violated Permenkes 9/2020.
"We still refer to the Permenkes regarding PSBB and the Pergub reference is the PSBB policy from the Ministry of Health," said Anies.
Separately, Doni Monardo, Chair of the Task Force for the Acceleration of Handling of COVID-19, also emphasized that the legal basis that regulates motorcycle taxis carrying passengers during the PSBB period still refers to the Permenkes, not the Permenhub.
"We still refer to the Minister of Health regarding physical distancing, in which priority matters are maintained, even though the Permenhub regulations (require) that there are health protocols, protective equipment (ojol) and so on," said Doni.
The PSBB in Jakarta has been in effect from 10-23 April. Particularly with regard to transportation restrictions, Anies did not prohibit transportation access from Jakarta to other regions or vice versa.
Then, private vehicles that are still allowed to travel are only to fulfill basic needs and do work for a number of work sectors that are still allowed to operate outside. This applies to two-wheeled vehicles and four or more wheels.
Meanwhile, for four-wheeled vehicles or more, the number of passengers is reduced by 50 percent. "If the number of seats in the car is 6 people, it can be for 3 people, and everyone must wear a mask," said Anies.
Then, two-wheeled transportation such as online motorcycle taxis are prohibited from carrying people (passengers). However, motorbike drivers are still allowed to carry passengers as long as they both have the same home address or one place of residence.
In addition, Anies requires all vehicles, both public and private modes of transportation to reduce the number of passengers by 50 percent in one vehicle.
Then, all public transportation experiences a reduction in operating time, which starts at 06.00 to 18.00 WIB. However, especially for medical personnel, they can still use Transjakarta access during the evening hours, namely 19.30 to 23.30 WIB. They only need to show their identification cards as medical personnel.
