Menkum: Dealers And Drug Dealers Can't Amnesti
JAKARTA - Minister of Law Supratman Andi Agtas emphasized that convicts of narcotics dealers and dealers were exempt from the proposal for granting amnesty by President Prabowo Subianto.
"At all, we will not grant amnesty to those with the status of DEALERs, let alone dealers," Supratman said while giving a press statement at the Presidential Palace, Jakarta, as reported by ANTARA, Friday, December 13.
Supratman said the proposal for granting amnesty applies only to drug user convicts who should be able to get rehabilitation.
This amnesty, he said, would only be given to users with possession of narcotics under 1 gram, in accordance with the Supreme Court Circular.
If there is a change in the maximum ownership limit to 5 grams, the number of eligible prisoners to get amnesty is expected to increase.
"If there is a change in the Supreme Court Circular Letter, a maximum of 5 grams, maybe there will be more," he said.
Supratman said the President also suggested that productive-age inmates be directed to participate in development-supporting programs, such as training in the field of food self-sufficiency.
In addition, those who are free are also encouraged to be involved in the reserve component program (Komcad).
"If later it is considered that they can be released, the President recommends that they be able to participate in reserve components for those who are of productive age," said Supratman.
Previously, Supratman said President Prabowo would grant amnesty to a number of inmates, ranging from narcotics users to Papuan-related cases.
Supratman explained that the granting of amnesty was carried out in addition to reducing excess capacity in correctional institutions, as well as on humanitarian considerations.
The granting of amnesty will include a number of inmates, namely inmates who suffer from prolonged illnesses such as HIV/AIDS and those with mental disorders.
Some inmates who are entangled in the Electronic Information and Transactions Law (ITE), which are related to insulting the Head of State, will also be granted amnesty.
In addition, prisoners related to the Papua case who are not involved in the armed action will also be granted amnesty.

Supratman said this was done as part of a reconciliation effort in Papua. A total of 18 prisoners related to the Papuan case will receive amnesty.
Convicts involved in the use of narcotics were also granted amnesty by the President.
According to data from the Ministry of Immigration and Corrections (Imipas), there are around 44,000 prisoners who meet the criteria to be proposed to obtain amnesty.
Supratman said that in principle President Prabowo had approved the granting of the amnesty. Furthermore, the proposal for granting amnesty will be submitted to the DPR for consideration.
