Kompolnas Asks President To Reduce Fire Armed Police

JAKARTA - Member of the National Police Commission (Kompolnas) Yusuf Warsyim said his agency would ask President Prabowo Subianto to consider reducing possession of firearms (senpi) for members of the National Police. Kompolnas will recommend that the National Police use more types of weapons that are paralyzed.

"The police action must be humane, including in the use of weapons. So it is necessary to strengthen the use of non-lethal weapons," he said in the EdShareOn podcast with host Eddy Wijaya, which aired on Wednesday, December 11, 2024.

The move from Kompolnas cannot be separated from the rampant shooting of civilians involving members of the National Police. KontraS stated that for the period July 2023 to June 2024, there were 645 cases of violence involving members of the National Police. A total of 460 of them were related to the shooting case.

The latest is the involvement of police officers in the shooting case of a vocational school student to death in Semarang City, Central Java, on November 24, 2024. On the same day, the shooting also allegedly involved the police killing a civilian at the Palm Oil Plantation in West Bangka Regency. There was also a police shooting case in South Solok Regency, West Sumatra, on November 22, 2024.

Yusuf did not specify Kompolnas' proposal regarding the type of weapon that was paralyzed in nature to replace firearms for members of the National Police. He also did not budge about the proposal of members of the DPR so that the police were more armed with batons. Actually, the standard for the use of weapons for members of the National Police already exists. However, if the situation is out of control, then use senpi. It must also be with warning shots first," he said.

According to Yusuf, the National Police also needs to modernize the Attached Supervision System, which has been functioning to oversee the possession of firearms for members of the National Police. This step is needed so that supervision of possession of firearms and identification of the feasibility of possession of firearms will be further tightened. So, there is a kind of alurm for the evaluation of the police who carry senpi. If it is not appropriate anymore, they are immediately asked (the weapon)," he said. If the inherent surveillance function is running, it will definitely be effective," Yusuf added.

Five Priority Programs For Kompolnas

To Eddy Wijaya, Yusuf Warsyim revealed 5 issues that became the main focus of the National Police Commission's work program after being led by General (Purnawirawan) Budi Gunawan since November 5, 2024. The five issues are the management of the National Police Commission as external supervisors of the National Police, increasing public satisfaction with Polri services, developing Human Resources (HR) and modernizing the service revenue system, monitoring the integrity of the Police, as well as strengthening supervision of Polri services in terms of protecting vulnerable groups, women, children and minority groups. The five issues aim to make the Police prioritize professionalism in carrying out their duties," said Yusuf.

Yusuf explained that one of these issues emphasized the function of Kompolnas as a supervisory agency of the National Police. Kompolnas will work hard to ensure police integrity by supervising the independence of police personnel in carrying out their duties, supervising practical political involvement, and supervising Polri's compliance with the law. When there are people who commit irregularities, it is the responsibility of Kompolnas to fix it," he said.

For example, in the 2024 Simultaneous Pilkada, Yusuf said Kompolnas had already investigated the alleged involvement of the police. However, Kompolnas did not find evidence of police interference in the democratic party. But, if there is evidence, please prove it. You can't say (Kompolnas) investigate it. It must be reported with the facts," he said.

Yusuf added that Kompolnas will also strengthen Polri services to the community at the lowest level. "The function of service will be strengthened, such as at the Polres and Polsek. So that the Polri organization is like a pyramid so that the lowest one is stronger," he said.
