Minister Basuki: Joint Venture Scheme Will Realize Clean Water Availability In DKI Jakarta 2030
JAKARTA - Minister of Public Works and Public Housing (PUPR) Basuki Hadimuljono said the government and business entity cooperation financing scheme (KPBU) would help realize the availability of piped clean water for DKI Jakarta residents by 2030.
"Without KPBU, it is impossible to achieve the provision of drinking water for Jakarta which we will complete in 2030," said Basuki at the 13th PT PII Birthday event in Jakarta, online, Wednesday, March 1.
Basuki said that the three regional drinking water supply (SPAM) KPBU projects, namely Regional SPAM Jatiluhur I, Regional SPAM Karian Serpong, and Regional Djuanda SPAM, could help achieve 100 percent access to piped drinking water for Jakarta and around 2030.
Regional SPAM Jatiluhur I is known to have the capacity to distribute drinking water needs of 4,000 liters per second, then Regional SPAM Karian Serpong 3,200 liters per second, and Regional SPAM Djuanda 2,054 liters per second.
At the PUPR Ministry, said Basuki, there are several PPPU SPAM projects that have not been smooth. The challenge faced is the funding scheme only for water treatment installations (IPA), while the distribution is carried out by PDAM and has never been smooth.
"Skema untuk penyediaan air minum ini memiliki skema yang berbeda, sehingga diperlukan inovasi pendanaan. Kalau air yang diproduksi dari IPA-nya itu menggunakan skema investasi penuh, kemudian untuk distribusinya terdapat kombinasi antara investasi dengan APBN," ujarnya.
Basuki said, in the Jatiluhur I SPAM project, his party had tried to enter the distribution. "It is hoped that it can be implemented," he concluded.
Previously, PT Air Bersih Jakarta signed a syndicated credit agreement from seven banking institutions and one financial institution worth IDR 8.9 trillion for the construction of a clean water network pipeline in DKI Jakarta.
The signing was carried out at the Ministry of Public Works and Public Housing Building which was witnessed directly by the Minister of PUPR Basuki Hadimuljono, on Monday, February 20.
Minister Basuki said, in supporting the achievement of the 100 percent drinking water service target, as well as following up on the Memorandum of Understanding between the Minister of PUPR, the Minister of Home Affairs and the Governor of DKI Jakarta on January 3, 2022, the Ministry of PUPR and the Provincial Government of DKI Jakarta in synergy to develop a Drinking Water Supply System (SPAM) on the upstream and downstream sides.
"If we can complete all of these SPAM projects according to the timeline and can supply the people of DKI Jakarta, then by 2030, the government can convey to the people to stop using groundwater. Only with this effort can the decline in groundwater in DKI Jakarta be stopped," Basuki said in a press release, quoted on Tuesday, February 21.
The construction of access to drinking water is carried out because DKI Jakarta has the challenge of lowering groundwater levels as a result of groundwater extraction.
To resolve these challenges, it is necessary to improve drinking water piping services, which currently have 65 percent service coverage, so that water supply of 31,875 liters per second is needed in 2030 to achieve 100 percent piped drinking water service coverage.
The upstream side construction includes the Jatiluhur I Regional SPAM of 4,000 liters per second, the Karian-Serpong Regional SPAM of 3,200 liters per second, and SPAM Ir. H. Djuanda with an indication of 2,054 liters per second.
Meanwhile, on the downstream side, the DKI Jakarta Provincial Government has optimized existing SPAM assets and new development to support the Jatiluhur I Regional SPAM and Regional Karian-Serpong SPAM using a bundling scheme with a capital cost of IDR 26.7 trillion.
