What Is One Health Application? Here's An Explanation From The Ministry Of Health
YOGYAKARTA - Health services in Indonesia continue to transform towards a strong, resilient and integrated health method. One of them is by running the integration of patient medical records data at health facilities into one Indonesia Health Services (IHS) platform which was given the name SATUSEHAT which was legally launched by the Minister of Health Budi Gunadi Sadikin on Tuesday (26/7) in Jakarta. This platform is a manifestation of the pillars of the six transformations of health methods, namely the pillars of the transformation of health technology initiated by Minister of Health Budi. This platform is also desired to support the implementation of five pillars of the transformation of other health methods such as the transformation of primary services, transformation of referral services, transformation of health resilience methods, transformation of health financing methods and transformation of health human resources which are currently also underway.
"In the digital transformation of health, there are 3 programs that we will carry out, first integrating data, secondly tidy up & simplify applications, thirdly building an innovation ecosystem. The One Health Data Program that we launch today will integrate health data and standardize data exchange formats and protocols," said Health Minister Budi Gunadi Sadikin.
In optimizing this platform, the Ministry of Health adopted an example of the platform-as-a-service (PAAS) infrastructure linking all ecosystems of health industry players to produce one reliable national health data.
Later this platform will be a liaison between various application platforms in various health industry players. For this reason, all applications or health service facilities such as vertical hospitals, government hospitals, private hospitals, Puskesmas, Posyandu, labs, clinics to pharmacies should follow the standards set by the Ministry of Health on the ONESEHAT platform.
The Minister of Health said that the existence of the JCI in the exchange of national health data would be more efficient and on target. Through this platform, people no longer need to bring physical medical records files if they have to change hospitals. All patient medical records resummation has been computerized on the ONESEHAT platform which is integrated with PeduliLindungi and can be accessed via smartphones, anywhere and anytime.
"Through this integration, we will integrate the health data of patients from all health facilities (RS, Clinics, Labs, Pharmacies) into PeduliLindung. So that referral patients to hospitals do not have to bother sending medical documents containing lab/diagnostic results or repeating lab tests, because all data such as ultrasound, heart recording, CT Scan, including the drugs that have been given have entered PeduliLindungi. Like that also with health strength, with the existence of the ONESEHAT platform, health workers do not need to enter recurring data on different applications. Simply fill in one application, which is automatically connected to other health applications.
Unless integrated with health care facilities, labs, and drug stores, the Ministry of Health plans to carry out the integration of ONESEHAT with BPJS Kesehatan.
Integration includes how to record tuberculosis, computerizes the data recording of Maternal and Perintal deaths, immunizations, national reference methods, maternal and child health, Integrated Data Management Methods, environmental health and disease control.
Work on data integration into the SATUSEHAT platform will be carried out in part phase with the target of completing data that is included in the medical reference standard to the JCI.
The first phase, patient registration data and diagnosis. The second phase is medical procedure data, vital state data, and diet data. The third phase is drug data that is integrated with the drug dictionary (KFA). Fourth phase, lab observation data and radiology demographic data. Then, the fifth phase, allergic data and physical state data.
"I hope that SatuData Kesehatan will continue to develop, integrate demographic data, medical data, and even genomic data, which we will launch next August. So that Indonesia will have the most complete and integrated digital health data system," said the Minister of Health.
Furthermore, the Minister of Health wants the integration of health data to further strengthen Indonesia's more sophisticated, efficient and targeted health methods.
The expert staff of the Minister of Health Technology who is also the Chief Computerization of Transformation Office, Setiaji, said that currently a number of health service facilities have carried out this new platform trial. The alpha version of the trial has been carried out on around 41 hospitals including 9 vertical hospitals and 32 DKI Jakarta hospitals and at this time the JCI beta trial is ongoing in 31 institutions ranging from health companies to health laboratories.
"This platform has been tested on 41 vertical government-owned hospitals at the alpha testing stage and a beta phase trial is underway involving 31 institutions from different different backgrounds," Setiaji said.
By the end of 2022, the Ministry of Health targets that there will be around 8,000 health care facilities in Indonesia to be integrated with the JCI and all integrated in 2023.
Meanwhile, it is related to the security aspect. Setiaji said that the Ministry of Health has collaborated with the National Cyber Crypto Agency (BSSN) to determine the security of users' personal data. This will also be strengthened by regulations from the Ministry of Health which will limit the use of the SATUS SEHAT platform.
