Prosecutor's Office Investigate Alleged Corruption in Procurement of Medical Equipment in Sumbawa Hospital

MATARAM - The Attorney General's Office is investigating a case of alleged corruption in the management of funds from the Regional General Service Agency for the Sumbawa Regional General Hospital (RSUD), West Nusa Tenggara. The Sumbawa Prosecutor's Office sees a potential loss to the state for the procurement of hospital medical equipment of IDR 1 billion with a direct appointment mechanism.

The Head of the Sumbawa District Prosecutor's Office, Adung Sutranggono, said that at this stage of the investigation, his party was carrying out a series of clarifications for related parties.

"Yes, so the handling of this case is still in the initial investigation process. It has recently entered the investigation phase", Adung said as quoted by ANTARA, Thursday, February 15.

During this stage, he explained, several related parties had already provided information, one of which was the procurement partner.

"From the hospital side, not yet, only partners have clarified it", he said.

Adung said that his party was handling this case based on community reports. The existence of indications of unlawful acts is the basis for the prosecutor's office to determine the status of handling at the investigation stage.

Indications are also seen from the results of the report review. Several documents corroborate criminal indications in managing the BLUD funds at the Sumbawa Hospital in 2021.

This report previously revealed that it had entered the NTB Attorney General's Office in November 2021. The report described a project for the procurement of goods and services with a budget of more than IDR 1 billion without being auctioned but using a direct appointment mechanism.

The project includes the procurement of the DRX Ascend System medical device, which has a value of IDR 1.49 billion. There is also a mobile DR worth IDR 1.04 billion.

According to the reporter, there are allegations of a mechanism that conflicts with Sumbawa Regent Regulation Number: 16/2015 concerning PBJ at the Sumbawa Hospital BLUD and Presidential Regulation Number: 16/2018 concerning Government PBJ.

Then, there are also irregularities in the health service budget. There were allegations of abuse of authority in employee remuneration.

In the report, it is suspected that the director of the Sumbawa Hospital for the 2021 BLUD fund management period will also receive privileges with a share of 5 per cent of the total health services.

The legal basis also refers to the Regulation of the Director of the Sumbawa Hospital Number: 82/2021 concerning the Distribution of Jaspel in the Sumbawa Hospital.

In the description of the regulations, the amount of this health service is for leadership elements with remuneration from Jaspelkes of 5 per cent which is further divided into 3 per cent for director performance; 0.77 per cent of the performance of the head of the TU; 0.73 per cent of service head performance; and 0.5 per cent of the performance of the head of nursing.

In fact, for Jaspelkes arrangements, this must refer to Permendagri Number: 79/2018 concerning BLUDs which contains rules for distributing remuneration that uses regional head regulations, not regulations for Hospital directors.
