Emphasizing The Role Of The Head Of BWS As Manager Of SDA, Minister Basuki: Must Understand Flood Risk Management And Drought

JAKARTA - Minister of Public Works and Public Housing (PUPR) Basuki Hadimuljono emphasized the role of the head of the River Basin Center (BBWS)/River Balai (BWS) as manager of water resources (SDA) in each river area, especially in dealing with the risks posed by the rainy and dry seasons.

"As an SDA manager, you must know exactly the potential of natural resources in each river area. Floods and drought must be overcome, the head of BBWS/BWS must understand the management of flood and drought risks," Basuki said at the Coordination Meeting of the Directorate General of Water Resources in 2023 in Jakarta, Monday, January 30.

Regarding flood risk management, Basuki said, heads of BBWS/BWS must know exactly all water management systems in their area.

This is necessary to take appropriate handling steps when entering the rainy season.

"As stated by the president, flood management must come from upstream, middle and downstream. Please evaluate all system readiness before the rainy season, check embankments that must be prepared, make sure the pumps are functioning, and prepare to operate dam doors," he said.

In addition to the risk of flooding, Basuki also emphasized that the head of BBWS/BWS as the manager of natural resources must also prepare a potential drought when the dry season arrives.

Therefore, it is necessary to map areas prone to drought in each river area.

"Based on the prediction of the Meteorology, Climatology and Geophysics Agency (BMKG) regarding the arrival of the phenomenon of El Nino which makes rainfall less and the dry season, the head of the hall must know the locations of water sources, check wells and water pumps. Don't let the wells exist, but the pumps don't work," he explained.

Basuki said that the Head of BBWS/BWS also acted as a construction manager (development manager) to ensure the quality of natural resource infrastructure development at the Ministry of PUPR.

"As the implementer of the program, the head of BBWS/BWS must properly supervise the implementing contractor and consultant. The quality of the work is determined by the head of the office, not the contractor. It must be firm, you are responsible for the physical and financial progress," he said.

Not only that, Basuki also reminded that every work under the Ministry of PUPR must pay attention to quality, aesthetics and environmental sustainability.

"After construction, the remaining material must be tidied up, don't just leave it alone. Quality, aesthetics, please really pay attention," he explained.

Finally, Minister Basuki said, the head of the hall also has the task of being a human resource manager (HR).

"You are responsible for controlling human resources in your respective halls, maintaining the credibility and integrity of the Ministry of PUPR," he concluded.
